The citys chief planner will push to complete the vast Gowanus rezoning before Mayor Bill de Blasio leaves office and elections shake up the City Council, she said on Wednesday.
There is so much potential [in Gowanus] for creation of housing and a significant amount of affordable housing, for job generation, for improvements to the public realm, for enhancements to transit, it can be a win all around, Department of City Planning director Marisa Lago told the head of the New York Building Congress Carlo Scissura on his virtual interview series Espresso with Carlo.
With de Blasio leaving office at the beginning of 2022, and 51 of 55 Council members term-limited from seeking reelection in 2021, the sprawling rezoning faces an uncertain future but Lago said she would hope to complete the roughly seven-month Uniform Land Use Review Procedure for the project before a new mayor is sworn in.
The planning honcho said that DCP is currently finalizing an environmental review necessary for the project to get certified into the lengthy public process, without providing a specific date for when she anticipates the procedure to formally start.

Scissura voiced his support for the plan, saying that members of the Building Congress were eager for the city to move the rezoning forward which would open up more jobs for developers and builders, who are looking to take on new projects in years to come.
[Our members are] not worried about today, they feel like they have enough work right now to get them through it, he said. But theyre a little worried about 21, 22, 23 are we planning for new things that they can work on? And when you talk about what Gowanus rezoning could be, or what Industry City or other things across the city, the pipeline for work in two or three years really is exciting for our memberships, and really for New Yorkers in general.
Lagos comments echoed Lander, who has urged the city to move ahead on the Gowanus rezoning, arguing that more time will allow for a more involved process between city officials, residents, and other local stakeholders in the 16 months left in his Council term.
The rezoning would allow for more total development and taller building projects of up to 30 stories in the low-rise industrial and residential neighborhood, which city planners have estimated would bring around 8,200 new housing units to the area by 2035, including some 3,000 below-market-rate homes.
However, some longtime local opponents to the proposal urged officials to pause the Gowanus rezoning until in-person meetings can safely return, so that they and other residents can voice their concerns at the often raucous public input sessions of high-profile ULURPs a demand endorsed by local Assemblywoman Jo Anne Simon.
This spurred pro-development group Open New York to launch a counter-petition urging the city to move ahead, arguing that Gowanus which is sandwiched between pricey Carroll Gardens and Park Slope is in dire need of the proposed below-market-rate housing units. Brooklyn Paper

A group of researchers is planning to measure the air quality, walkability, and traffic patterns in Downtown Brooklyn over the coming months which will gather a treasure trove of data to help make the area more livable, according to the head of the organization behind the effort.
These smart cities projects represent a means of improving the safety, efficiency, and beauty of our neighborhood, said Regina Myer, the president of the Downtown Brooklyn Partnership in an Aug. 25 press release.
The neighborhood business-boosting group will partner on the effort with New York University and a pair of startups including San Franciscan tech company Aclima, which will deploy a fleet of hybrid cars equipped with air sensors to measure air pollution around Downtown Brooklyn and a handful of nearby neighborhoods stretching as far as Red Hook and Sunset Park over the next three months.
The neighborhoods Aclima will study for air pollution.AclimaAclimas researchers will collect millions of samples measuring toxins like carbon dioxide, carbon monoxide, nitrous oxide, and harmful fine particles known as Particulate Matter 2.5 before feeding the data back to their cloud for analysis and mapping.
The techies previously took several sets of hyper-local air samples in the Golden State, and a senior scientist for the firm said that the hard numbers on airborne toxins can help locals and elected officials advocate for a cleaner environment.
It will provide a comprehensive resource for governments, communities and interested business leaders to help them form better environmental justice, said Dr Crystal Upperman.
Air pollution has become an even greater concern in the age of the coronavirus as Harvard researchers have found that people living in places with dirty air are more likely to die from COVID-19 than those who live in clean air areas.
The environmental researchers will also take into account how the incoming Jay Street busway could affect air quality levels in the boroughs central business district, according to Upperman.
Aclima, which operates its Kings County outpost from the Navy Yard with the help of local tech center Newlab, plans to share its findings toward the end of the year.
The companys probe will be one of three new efforts of Downtown Brooklyn Partnerships Living Lab initiative to use high tech to measure various issues in the neighborhood.
NYUs Tandon School of Engineerings Center for Urban Science and Progress, based in the nearby MetroTech business complex, will measure car and pedestrian traffic patterns using pole-mounted sensors along the areas Shared Street sections of Willoughby and adjoining Pearl streets which the city narrowed and redesigned to make more pedestrian friendly last year.
The third part will be a survey of Downtown Brooklyns walkability by Manhattan firm Walkspan, focused mainly on Jay Street, Schermerhorn Street, Court Street, and some of the side streets of the Fulton Mall.

Brooklyn scooter-sharing company Revel resumed service on Thursday morning with newly-added safety features, ending a month-long shutdown that began after a string of crashes aboard the battery-powered vehicles including three fatalities within a 10-day span.
Revel was born and bred in New York City, and were proud to relaunch in our hometown with an even better service, said Frank Reig, Revel co-founder and chief executive officer in a statement Aug. 27. With support from partners like the NYC Department of Transportation, were coming back stronger than ever and providing continued access to the more than 360,000 New Yorkers who rely on Revel to get around their city.
Revel had halted its New York operations on July 28 which came after the deaths of two riders in Queens and Brooklyn, including a CBS2 reporter. Another man also crashed in Manhattan on July 25, and succumbed to his injuries on Aug. 4.
The return of the scooters comes with a slew of safety upgrades intended to increase safety and accountability including forcing riders to take a selfie of themselves and their passenger wearing helmets, which the company will verify before the electric motors can turn on. For those who prefer not to use the included helmets, riders can purchase their own federally-approved helmets for $35 from Revel, the company said.
Customers will also have to watch a how-to video, and complete an in-app multiple choice test with 21 questions about how to properly drive Revels while obeying basic rules of the road including not riding in the bike lane, on sidewalks, through red lights, or on bridges and highways.
The company will continue to suspend service between midnight and 5 am for the first 60 days, and will work with the citys Department of Transportation and local stakeholders to expand hours of operation for future service.
People can also report bad behavior on Revels website without having an account, the company said.
The startup, which first rolled out in Bushwick in 2018, spread to more parts of Brooklyn and other boroughs during the following years, and became even more popular this summer with many riders seeking alternatives to subways and buses for fear of contracting the coronavirus.
Its fleet across all boroughs except Staten Island counts 3,000 scooters and 360,000 riders, but its rising popularity coincided with more scofflaws behaving badly on the scooters, with Revel suspending 1,000 of its users in July.
One Bushwick legislator said he was glad the company took steps to address safety concerns during its pause and said that Revel has become part of Kings Countys transportation network.

A historic post office in Bush Terminal is relocating from its longtime location on Third Avenue, prompting outcry from locals who accused Industry Citys owners of strong-arming the office out of the 33rd Street building.
Thats just an indicator of what this company is trying to do, what theyre trying to bring to this neighborhood, said Jorge Muñiz, a member of the local group Protect Sunset Park who organized a rally outside the post office on Tuesday, Aug. 25. Higher rents, displacing workers that most of Brooklyn relies on.
Amy Gibbs, a regional spokesperson for the United States Postal Service, confirmed that the retail portion of the Bush Terminal station will be relocated to a storefront on Fourth Avenue between 26th and 27th streets, eight blocks away from the current location. The facility where mail carriers work is still under contract, she said.
Locals on the northern end of Sunset Park say the move will deprive their section of the neighborhood of mail service and make it harder for seniors to access their mail.

USPS made the decision, based on its desire to improve customer service as well as on recommendations it received from members of the community board and other community leaders, to relocate its post office retail operation to another spot in the neighborhood.
Members of Protect Sunset Park counter that postal workers say the post office was unable to negotiate with Industry City, and that both parties are portraying the move as a choice in order to preserve their public image.
The truth is they are evicting the essential workers at this historic federal post office by doubling the rent and failing to offer the public a new long-term lease, said Sunset Park resident Sophia Sutcliffe. From the author: Sanctions will not bring North Korea to its knees or cause it to give up nuclear weapons, but they do stand as evidence to Pyongyang that the DPRK will not soon be recognized as a legitimate nuclear weapons state. Viewed this way, they need not become an obstacle to progress towards normal political relations between the US and the North, and US could look forward to ending them as much as the North.
Editors Note: As Election Day rapidly approaches, and with it, a potential change of presidential administration, the Center for the National Interests Korean Studies team decided to ask dozens of the worlds top experts a simple question: If Joe Biden wins come November, what do you expect his North Korea policy to look like? The below piece is an answer to that question. Please click here to see even more perspectives on this important topic.
It would be surprising if a newly-elected President Biden did not rely on the advice of his senior foreign policy advisors from the Obama Administration and from his campaign when deciding upon what course to follow in dealing with North Korea. It is also likely that those regarded as experts on our security interests in Northeast Asia during the Obama years would play an important role, at least initially, in shaping North Korean policy in a new Biden Administration. That said, however, this does not necessarily tell us what that policy would look like in 2021.
After all, while the generalists and area experts who have a past association with the Vice President are, without exception, able, knowledgeable and experienced, it would not be unfair to say that the policy they pursued for eight years nevertheless failed to remove or even diminish the threat posed by North Korea to America and its allies. Indeed, fairness would require that we acknowledge that the same lack of success characterized the policies of presidents Clinton and Bush, over the sixteen previous years.
In other words, we may not need new people to craft the new presidents policy, but we arguably need some new ideas to inform that policy. The first new idea would be to become agnostic over whether or not the North Koreans will ever give up their nuclear weapons. It is certainly fair, maybe even essential, to keep denuclearization as a policy objective, and still believe it unlikely that any of the North Korean leaders, including the current Kim, would have abandoned or will abandon nuclear weapons. But that is different from the posture of many of Washingtons experts who simply assert that it would never have happened and it will never happen. They, actually, dont know that. The point here is that if we become serious about the possibility of achieving the objective of denuclearization, we will be forced to entertain steps that could plausibly bring it about.
The second new idea, then, is to seriously consider what a new relationship with North Korea might look like, and what changes in their policy and ours might be required to get there. Contemplating a dramatic reconsideration of relations in Northeast Asia cannot and should not be attempted without careful consideration of allied and Chinese reactions, recognizing that consultations aimed at reassuring the other interested parties will not be easy. In fact, it is not hard to imagine a new set of relations in the region that would give Pyongyang sufficient confidence to return to non-nuclear weapons status, while causing unease in other capitols, particularly Beijing.
The third new idea, to make this approach possible, is to abandon sanctions as the centerpiece of our policy, keeping them only to convey the illegitimacy of North Korean nuclear weapons. Sanctions will not bring North Korea to its knees or cause it to give up nuclear weapons, but they do stand as evidence to Pyongyang that the DPRK will not soon be recognized as a legitimate nuclear weapons state. Кажется, я начал понимать, почему так торопился Путин, когда разогнал на «ровном месте» Правительство Медведева и спешно, пока народ не опомнился, изменил «под себя» и без того «суперпрезидентскую» Конституцию. Выводы, к которым я пришел, однозначно говорят, что всех нас ждут бурные времена скорой политической турбулентности и непредсказуемых перемен.
Два события сделали ситуацию в России более понятной и ясной: корона-кризис и...отравление Алексея Навального. Да, именно это преступление стало последним пазлом, которого не хватало в сложной мозаичной картине настоящего, дающей ключ для лучшего понимания скорого будущего. Хочу подчеркнуть, что я никогда не был поклонником конспирологии, поэтому в нашем анализе мы будем руководствоваться только логикой и общеизвестными фактами.
Итак, начнем с дикого случая отравлению Навального, которое ОДНОЗНАЧНО было совершено ПОЛИТИЧЕСКОЙ ВЛАСТЬЮ РФ. Будь это не так, Кремль давно бы выступил с заявлением о своей непричастности к этому преступлению, а самое главное, предпринял бы все меры, чтобы оправдаться, найти виновных и доказать всему миру, что Путин и его власть не устраняет своих политических противников криминальными методами. Предположим, что внутри Кремля сложился заговор с целью «скомпрометировать нацлидера». Условные Патрушев и Золотов за спиной вождя решились на такую спецоперацию и провалили ее, нанеся Путину и его режиму ГИГАНТСКИЙ УЩЕРБ! Ведь теперь и навсегда в глазах мировых лидеров Путин бандит, мировой изгой, а в отношении РФ будут приняты новые жесткие санкции, которые наотмашь ударят по экономической и финансовой прочности власти, а также приведут к огромным экономическим потерям придворных олигархов. Стал бы Путин безропотно терпеть такое унижение, политическое и моральное «обнуление», обладая неограниченной властью в стране? Ведь он сегодня в одночасье способен решить судьбу любого человека в орбите власти России, снять с должности, подвергнуть аресту и следствию. Зачем ему брать на себя чужую вину, чужой криминал?! Оставим пока этот вопрос без ответа. Чуть позже Вы поймете, почему.
Теперь анализируем другие общеизвестные факты. Путин ужасно торопился изменить Конституцию, проводя ради этого «спецоперацию прикрытия», т.е. смену Правительства. Вы помните, в какой спешке проходило принятие поправок: даже «голосование на пеньках» шло в разгар эпидемии. Песков в итоге был вынужден заявить, что Путин не хотел, чтобы до 2024 его считали «хромой уткой». Типа «обнуление» сроков и новые поправки были срочно необходимы, чтобы придворные не интриговали, и вся властная вертикаль продолжала бы стабильно работать. Но обратите внимание на три странных публичных фактора:
1) Путин по-серьезному с февраля с.г. самоизолировался «в бункере», продолжает там находиться большую часть своего времени, а совсем недавно Кремлем оглашено сообщение, что он продолжит руководить страной в таком режиме практически до конца года. Почему он так боится этого вируса? Все мировые лидеры, даже возрастные Трамп и Меркель, например, спокойно работают, соблюдая необременительные меры безопасности. Борис Джонсон, президент Аргентины, а также десятки министров в разных странах мира вообще благополучно им переболели без последствий, никто из них не умер, потому что у людей такого уровня есть возможность получать качественную медпомощь. Как мы знаем, персонально под Путина недавно выстроен огромный больничный корпус, оснащенный лучшим медоборудованием; чего тогда так жестко «самоизолировался» наш Обнуленный? Тем более что в авторитарной стране, управляемой «в ручном режиме», любой длительный отход от управления истеблишментом чреват полной потерей власти. Вспомните дворцовые перевороты хотя бы за несколько последних десятилетий!
2)Публичные выступления Путина стали работать не в плюс, а в минус. Даже его большое интервью, показываемое частями как сериал, пришлось снять с экранов ввиду явного негативного эффекта, которое оно производило в силу неадекватных суждений вождя о реальности и проблемах страны. Его выступления по стилистике, лексике, темпу и яркости стали заметно хуже. А ведь раньше такого не было, Путин всегда неплохо говорил на публике.
3)Наконец, очень странные «опоздания» Путина на свои обращения к народу, которые он делал из бункера в записи. Как можно опоздать на запись заранее анонсированного выступления? Никак. Поэтому складывается однозначное впечатление, что невидимое нам редактирование его записей кремлевскими «кукловодами» шло до самых последних минут до начала трансляции.
Теперь вернемся к покушению на Алексея Навального. Оно ожидаемо вызвало в мире шквал эмоциональных осуждений и резких заявлений. Новые жесткие санкции против России и верхушки путинской элиты уже практически неизбежны: в мире звучат призывы к отключению РФ от мировой платежной системы (SWIFT) и даже к нефте-газовому эмбарго. Это однозначно приведет к полному коллапсу экономики РФ и быстрому концу путинизма. Ни о каком сроке после 2024 тут вообще не идет, режиму дожить бы (политически) до 2021-2022!
Но Путин никаких шагов по нормализации ситуации не принимает. Ему как будто все равно, что будет происходить в мире. Кремль от преступления не отмежёвывается, виновных не ищет, никого с должностей не снимает. Вместо этого вяло огрызается и неумело врет. Почему же Путин позволяет так себя уничтожать как политика и лидера великой державы? Есть лишь два предположения об истинных причинах происходящего.
Первая: Путин тяжело болен, физически или ментально (это мое личное предположение, мое оценочное суждение, основанное на изложенных ранее фактах). Ему уже сложно объективно оценивать реальность, делать грамотные заявления, адекватно общаться с окружением; он потерял интерес к жизни и своему будущему. Этим положением вождя и потерей им «политической воли» (то есть способности самостоятельно принимать решения) пользуется ближайшее окружение, топорно действуя от его имени и совершая непоправимые ошибки, чреватые тяжкими последствиями. (Обратите внимание, сколько в сетях в последние месяцы «сенсационной информации» о том, что Путина якобы давно заменили на двойника!)
Если властью вместо Путина уже обладает верхушка силовиков (а кто же еще?!), тогда становится логичной линия на конфронтацию со всем миром, безумную жестокость репрессий и отравление Алексея Навального как лидера протестного уличного движения. Кстати, в этом случае физическое устранение, аресты или заключение в тюрьмы других лидеров оппозиции лишь вопрос времени. Потому что в Кремле и в силовых структурах прекрасно понимают: массовый социальный протест не за горами, а его слияние с протестом политическим представляет серьезная угроза любому Правительству. Вот почему «выбивание» лидеров протеста, выдавливание их из страны становится одной из важнейших задач на период политической «турбулентности» при транзите власти.
Второй вариант немногим отличается от первого: Путин уже решил уйти со своего поста добровольно (по состоянию здоровья, например). Тем не менее он пока находится в твердом уме, но уже четко договорился со своим ближайшим окружением на ТРАНЗИТ ВЛАСТИ и подбор ПРЕЕМНИКА. Силовики же на этот период получили полный карт-бланш на усмирение народа ПО СВОЕМУ УСМОТРЕНИЮ и устранение всех препятствий (лидеров оппозиции), которые могут помешать этому процессу и взбаламутить Россию. Тогда не только выведение из строя Навального имеет свою логику, но и конституционное «лыко» тоже «в строку» новый президент по измененной Конституции будет обладать полномочиями бОльшими, чем сам Путин, чтобы удержать полученную власть в условиях кризиса, охватившего Россию. А там, полагают идеологи смены лидера, вдруг все наладится. Например, вырастут цены на нефть и газ
То есть по-любому Путин скоро уходит, а его истеблишмент намерен сохранить его режим в слегка модернизированным виде, заодно (чем черт не шутит?) осторожно списать многие проблемы и ужасы нынешнего времени на стареющего и уходящего вождя. Таким образом путинское окружение надеется сохранить прежний курс, а главное, свои позиции во власти (наворованные и захваченные активы и многомиллардные состояния) без Путина. Вот, на мой взгляд, логический смысл происходящих изменений в Кремле и вокруг него.
Никаких иных РЕЗОННЫХ И РАЗУМНЫХ предположений из событий последних месяцев сделать просто невозможно. Единственная альтернатива что вся верхушка власти тронулась умом и упорно ведет страну к гибели. Но невозможно поверить в одномоментное коллективное сумасшествие десятков придворных чинуш и миллиардеров. Все-таки у них должен работать банальный инстинкт самосохранения! В любом случае, полагаю, в России уже началась подготовка к смене лидера. О правильности тех или иных вариантов транзита власти мы можем еще гадать, но смысл происходящего вряд ли может оказаться иным. Предположу, что (судя по спешке) по времени «смена караула» вопрос нескольких месяцев. Ведь промедление в условиях разрастающегося в России кризиса по-настоящему смерти подобно!
И последнее: несмотря на происходящее «вверху», я ни на грош не верю в успех «операции преемник». Дело вовсе не в фамилии нового вождя и даже не в его харизме: без кардинальных ПОЛИТИЧЕСКИХ реформ, построения СМЕНЯЕМОЙ И ПОДКОНТРОЛЬНОЙ системы коллегиальной власти Россия обречена. На прозябание, бунты, революцию, гражданскую войну, даже на территориальный распад.(нужное подчеркнуть!) Это главное, что мы должны понимать про наше будущее. Оригинал

AirLand Battle represented the final evolution of the U.S. Armys answer to how to fight and win against the Soviet Union.
Key Point: The U.S. Army fortunately never needed to face the Red Army in battle.
The United States may well be at the cusp of a decades-long struggle for military advantage with China, a struggle that hopefully will remain as cold as the late twentieth century struggle against the Soviet Union. But cold should never be misread as static, and the evolution of the relationship between the United States and USSR may hold lessons for how to think about the new relationship with China. Over the course of the Cold War, the balance of forces between the two antagonists changed dramatically. Sometimes dramatic technological or political changes shifted the ledger suddenly, but for the most part change came slowly. It is worthwhile to investigate how the United States and the USSR thought about different theaters across the extent of the struggle, and how the strategies and perceptions of strategies by the United States and the USSR affected the evolution of the struggle.
In this context its worthwhile to examine the final stages of the confrontation in Central Europe. AirLand Battle, published in 1982 and instituted during the mid-1980s, represented the final evolution of the U.S. Armys answer to how to fight and win against the Soviet Union. Origins
Two wars made clear the need to rethink U.S. land warfare strategy. The first was the Vietnam War, which had embroiled the U.S. Army in a long irregular campaign that had deemphasized its traditional conventional strengths, and eventually undercut the ability of the Army to rely on conscription for its manpower needs. The second was the Yom Kippur War, in which Soviet and Western weapons proved unexpectedly lethal in Arab and Israeli hands. Scaled up, the experience suggested that war on NATOs central front would prove extraordinarily costly in terms of ordnance and vehicles. Precision-guided conventional munitions (PGMs) could cause nuclear-scale damage to an army on the move; combined with increasingly powerful information technology, they had the potential to completely disrupt an enemy advance.
The first response was Active Defense, which in some ways resembled the elastic defenses established by the Reichswehr in World War I, as well as the flexible defenses employed by the Wehrmacht on the Eastern Front in World War II. Active Defense would require NATO forces to shift across a series of defensive positions, using PGMs to brutally attrite advancing Warsaw Pact forces and combine the Soviet advance to a few manageable corridors. Active Defense expected a quick war, as both sides would exhaust their stores of equipment and munitions.
But many within the Army were skeptical of Active Defense. It seemed to surrender the initiative to the Soviet Union, allowing the Red Army to make the core decision with respect to where the central fight would take place. Active Defense was not static defense; it involved an elastic concept of shifting across defensive positions in order to maximize Soviet costs and minimize NATO losses. In contrast to the perceived static nature of Active Defense, AirLand Battle would carve out a space for launching offensive operations against the flanks of a Warsaw Pact advance. The U.S. Army would continue to maneuver, even as Soviet forces advanced, and it would not restrict that maneuver to the retreat from one established defensive position to another, instead attacking opportunistically against any perceived Soviet weakness
AirLand Battle also sought to leverage what U.S. planners believed was a professional advantage in command and control. Since the latter stages of World War I, offensive maneuver warfare had required considerable delegation of authority to local, junior commanders. This delegation required trust in the capabilities of those commanders, trust that was largely not evident in the Soviet approach to offensive war. U.S. planners believed that more flexible command structures, along with more professional capable junior commanders, could help disrupt the Red Armys excessively hierarchical approach to operational-level warfare.
Active Defense and AirLand Battle corresponded with a period in U.S. Air Force history that was, in some ways, similar to that of the U.S. Army. Vietnam had opened up series question regarding how the Air Force planned to fight a conventional war, and generational change in the USAF brought a group of fighter generals into the leadership of the organization. These generals were more willing to take seriously the need to fight and win a conventional war against the Soviet Union in Central Europe, and consequently more willing to take an interest in how the Army planned to conduct that fight. This helped the framers of AirLand Battle conceptualize the extension of the fight into the Soviet rear, where Soviet reserves, headquarters, and logistics would come under attack from a variety of air assets. Indeed, this extension resembled in many ways the Deep Battle concepts developed in the 1930s by Soviet military theorists.
And while AirLand Battle rejected some of the operational concepts of Active Defense, it did not fundamentally differ from its predecessor on how technology had made long-range weapons increasingly lethal. AirLand Battle also sought to take advantage of the proliferation of platforms that could provide information about developments in the battlespace. These included manned aircraft, but also satellites and unmanned aerial vehicles. This explosion of information required integration, which led to conceptual thinking similar to the network centric strategy that guides the U.S. military today. In Action
Of course, the U.S. Army never needed to face the Red Army in battle. The collapse of the Soviet Union made the conventional balance in Central Europe irrelevant, for decades at least. But AirLand Battle guided the Armys thinking about the liberation of Kuwait in 1991, an operation that did not require the defeat of a Soviet offensive, but did involve audacious maneuver warfare against a mobile enemy. The offensive thinking behind AirLand Battle, combined with its appreciation of the integration of information and technology into battle planning, also helped lay the foundation for the initial U.S. victory in Iraq in 2003.
At the same time, the focus on decisive conventional victory was in some ways a reaction to the inability of conventional arms to produce a decision in the Vietnam War; in Iraq, the U.S. Army would find to its great chagrin that decisive defeat of a conventional enemy did not provide a political answer to the problem of a population unreconciled to defeat. Ironically, victory in conventional maneuver warfare produced precisely the same outcome in Iraq that the U.S. Army had been trying to forget about in Vietnam.
Still, the legacy of AirLand Battle remains largely positive. It restored offensive maneuver to the U.S. toolkit, and gave the post-Vietnam U.S. Army a way of thinking about decisively defeating the Red Army on the conventional battlefield. It also proved intellectual fertile, opening space for new thinking on the integration of technology and doctrine. The father of slain three-year-old Mucaad Ibrahim, the youngest victim in the New Zealand mosque shootings, told the white supremacist who gunned down his son that "true justice" awaited him in the next life and it would be more severe than prison.
"You have killed my son and to me it is as if you have killed the whole of New Zealand," Aden Ibrahim Diriye said in a statement read by a family member during a sentencing hearing for Brenton Tarrant on Wednesday.
"Know that true justice is waiting for you in the next life and that will be far more severe. I will never forgive you for what you have done."
Gunman Brenton Tarrant, a 29-year-old Australian, is scheduled to be sentenced this week after pleading guilty to 51 murders, 40 attempted murders and one charge of committing a terrorist act during the 2019 shooting rampage in the city of Christchurch which he livestreamed on Facebook.
A murder conviction carries a mandatory sentence of life in prison. The judge can impose a life term without parole, a sentence that has never been used in New Zealand.
Survivors and families of victims have addressed the court this week and many have urged the judge to sentence Tarrant to the most severe sentence.
Diriye, a refugee from Somalia who moved to New Zealand 25 years ago, told the court his son had been robbed of a future.
"He used to engage and play with the police; at home he would run around the house pretending to be a cop and wear police uniform. We thought one day he might become a police officer," he said in his statement.
Survivors, Families Defiant
While most of Tarrant's victims were at Al Noor mosque, including Mucaad Ibrahim, he killed seven people at the Linwood mosque.
The casualty list would likely have been higher if it weren't for Abdul Aziz Wahabzadah, who was commended for his courage on Wednesday by High Court Judge Cameron Mander after confronting Tarrant at the Linwood mosque.
After shots rang out in the mosque, Aziz engaged Tarrant outside, throwing a bank card machine at him and drawing fire when the gunman returned to his car, loaded with high-powered weapons, ammunition and incendiary devices.
"I didn't want him to go inside the mosque because we had 80-100 people praying at that time," Aziz said on Wednesday.
Aziz took cover, and weaved through parked cars, to stop Tarrant getting a clear shot. Tarrant's plan frustrated, he left quickly in his car and was detained en route to a third mosque.
Ahad Nabi, who lost his 71-year-old father in the attack, stared at Tarrant before delivering a passionate statement, demanding that Tarrant should "never walk free" for his cowardly actions on March 15, 2019.
"You are weak, a sheep with a wolf's jacket on for only 10 minutes of your whole life," said Nabi, referring to the shooting rampage.
"This world was created with color, a peasant like you will never change the human race."
Sara Qasem, daughter of victim Abdelfattah Qasem, said she would miss smelling her father's garden sauce cooking and wanted to hear his stories about the "olive trees in Palestine."
"You made a choice here - a conscious, stupid, irresponsible, cold-blooded, selfish, disgusting, heinous, evil choice," Qasem said, looking at Tarrant, seated and surrounded by guards.
Tarrant, who is representing himself, will not speak ahead of his sentencing, court officials said on Wednesday. He has directed a lawyer assisting the court to make a brief statement on his behalf. The judge has previously said sentencing would not occur before Thursday.
Prosecutors have told the court that Tarrant wanted to instill fear in those he described as invaders and that he carefully planned the attacks to cause maximum carnage.
Live reporting from the courtroom was banned, and other restrictions were put in place on what the media could report.
The hearings were adjourned until Thursday morning.
A Washington Post video journalist captured the moment gunfire broke out at a protest in Kenosha on Aug. 25, killing two people and seriously wounding another. The shootings came after a confrontation between protesters and armed men who said they were protecting a gas station.

Staunton, August 21 -- Over the last several years and especially in the last several months, something unusual has occurred in the Russian Federation: the most important protests have taken place far beyond Moscows ring road in Arkhangelsk, Khabarovsk and now in Bashkortostan and have laid a depth charge under the Russian state, Ruslan Gorevoy says.
The Versiya commentator notes that many in the capital have ignored these protests and failed to respond to them either with force or negotiations early on, thus allowing them to grow from specific complaints to general political demands, much like those in Belarus now (versia.ru/iz-bolshix-gorodov-protesty-peremeshhayutsya-v-glubinku--a-nu-kak-rvanyot).
Indeed, one can say, as former MGIMO professor Valery Solovey puts it, that Russia today already has acquired an internal Belarus, one that the powers that be both regionally and at the center dont know how to deal with. They fear any crude repression will lead not to the end of protests but to more of them, and so they are biding their time.
But in adopting this wait-and-see approach, Gorevoy suggests, they are opening the door to two new threats: the near certainty as has already happened in Khabarovsk that the demands of the protesters will become more radical and political, and the equal certainty that these protests will spread to other regions and thus pose an even larger challenge to Moscow.
Among the places where the Versiya commentator says protests are likely to emerge in the near future are Irkutsk Oblast, where people are already angry at Moscow, Arkhangelsk where the governor is extremely unpopular, Sakha where people are ready to come into the streets, and Omsk where workers have already struck local mines.
Moscow may hope that it can leave these things to the regional leaders; but just as with Belarus, the Russian government is inevitably drawn in either as a target of the increasingly politicized protests or as the only force capable of dealing with them or at the very least, giving direction to the responses of its regional representatives.
So far, Gorevoy suggests, Moscow has not sent a clear message; and as a result, what had appeared to be a minor problem is growing into a far larger and more threatening one.

Researchers have identified the first person known to have contracted coronavirus in the UK, with the disease found on February 21 this year.
The woman, who was also the first person to die of Covid-19, is the earliest confirmed patient to have had the disease in this country.
It was previously thought a man from Surrey was the UK's Patient Zero.
But now researchers have identified the earliest sufferer as a 75-year-old woman from Nottinghamshire, who tested positive on February 21.
She is also believed to have been the first woman in the UK to die after contracting the disease, reports The Star.
A University of Nottingham research team analysed 2,000 routine respiratory samples taken from patients at the Queens Medical Centre between January and March.
They report: Patient one in this study is, to the best of our knowledge, the earliest described community-acquired case of SARS-CoV-2 in the UK, admitted to hospital care on February 21.
She was also the first UK Covid-19 death, preceding the earliest known death by two days.
It had previously been thought the first transmission of coronavirus in the country had happened on February 28.
Other research, published in May, revealed that Frances first case was back in December not long after the outbreak in Wuhan.
Professor Jonathan Ball, one of the study authors, said there was widespread community transmission of coronavirus in Nottingham back in early February.
He told The BBC: Had the diagnostic criteria for Covid-19 been widened earlier to include patients with compatible symptoms but no travel history, it is likely that earlier imported infections would have been detected, which could have led to an earlier lockdown and lower deaths.
"However, the capacity for testing available nationally was not sufficient at the time to process the volume of testing required.
"In order to prepare for any future pandemic such as this, the UK urgently needs to invest in and expand diagnostic capacity within NHS and PHE diagnostic laboratory services."

Since its inception in the US in late 2017, QAnon has morphed beyond a specific, unfounded claim about President Donald Trump working with special counsel Robert Mueller to expose a paedophile ring supposedly run by Bill and Hillary Clinton and the “deep state”. Now, it is an all-encompassing world of conspiracies.
On September 5, a coalition of online groups are planning an Australia-wide action called the “Day of Freedom”. The organisers claim hundreds of thousands will join them on the streets in defiance of restrictions on group gatherings and mask-wearing mandates.
Some online supporters believe Stage 5 lockdown will be introduced in Melbourne the following week and the “Day of Freedom” is the last chance for Australians to stand up to an increasingly tyrannical government.
The action is the latest in a series of protests in Australia against the government’s COVID-19 restrictions. The main issues brought up during these protests centre around 5G, government surveillance, freedom of movement and, of course, vaccinations.

Since its inception in the US in late 2017, QAnon has morphed beyond a specific, unfounded claim about President Donald Trump working with special counsel Robert Mueller to expose a paedophile ring supposedly run by Bill and Hillary Clinton and the “deep state”. Now, it is an all-encompassing world of conspiracies.
QAnon conspiracy theories now include such wild claims as Microsoft founder Bill Gates using coronavirus as a cover to implant microchips in people, to governments erecting 5G towers during lockdown to surveil the population.
Last week, Facebook deleted over 790 groups, 100 pages and 1,500 ads tied to QAnon and restricted the accounts of hundreds of other Facebook groups and thousands of Instagram accounts. QAnon-related newsfeed rankings and search results were also downgraded.
Facebook is aiming to reduce the organising ability of the QAnon community, but so far such crackdowns seem to have had little effect on the spread of misinformation.
In July, Twitter removed 7,000 accounts, but the QAnon conspiracy has become even more widespread since then. A series of global “save the children” protests in the last few weeks is proof of how resilient and adaptable the community is.
Why Australians are turning to QAnon in large numbers
QAnon encourages people to look for evidence of conspiracies in the media and in government actions. Looking back over the last several years, we can see a range of events or conspiracy theories that have helped QAnon appeal to increasing numbers of followers in Australia.
1) Conspiracies about global governance
In 2015, Senator Malcolm Roberts claimed the UN’s 1992 “Agenda 21” plan for sustainable development as a foreign global plan aimed at depriving nations of their sovereignty and citizens of their property rights.
The belief that “Agenda 21” is a blueprint for corrupt global governance has become a core tenet of QAnon in Australia.
Any talk of “global bankers and cabals” directly taps into longstanding anti-Semitic conspiracies about supposed Jewish world domination often centred on the figure of billionaire George Soros. The pandemic and QAnon have also proven to be fertile ground for neo-Nazis in Australia.
2) Impact of the far-right social media
QAnon has its roots on the far-right bulletin boards of the websites 4Chan and 8Chan. Other campaigns from the same sources, such as the “It’s OK to be White” motion led by One Nation leader Pauline Hanson in the Senate, have been remarkably successful in Australia, showing our susceptibility to viral trolling efforts.
3) Perceived paedophiles in power
During the Royal Commission into Institutional Responses to Child Abuse, Senator Bill Heffernan tried unsuccessfully to submit the names of 28 prominent Australians which he alleged were paedophiles.
His failure is widely shared in QAnon circles as proof of a cover-up of child abuse at all levels of Australian government. The belief the country is run by a corrupt paedophile cabal is the most fundamental plank of the QAnon platform.
4) Increasingly ‘unaccountable and incompetent’ governments
A number of recent events have eroded public trust in government — from the “sports rorts affair” to the Witness K case — and all serve to further fuel the QAnon suspicion of authority figures.
5) Longstanding alternative health lobbies
Australia’s sizeable anti-vax movement has found great support in the QAnon community. Fear about mandatory vaccinations is widespread, as is a distrust of “big pharma”.
Also, the continuing roll-out of 5G technology throughout the pandemic has confirmed the belief among QAnon followers that there are ulterior motives for the lockdown. Wellness influencers such as celebrity chef Pete Evans have amplified these messages to their millions of followers.
6) The ‘plandemic’ and weaponising of COVID-19
In the QAnon world, debates about the origin of the coronavirus, death rates, definition of cases, testing protocols and possible treatments are underpinned by a belief that governments are covering up the truth. Many believe the virus isn’t real or deadly, or it was deliberately introduced to hasten government control of populations.
Understanding QAnon followers
Understanding why people become part of these movements is the key to stopping the spread of the QAnon virus. Research into extremist groups shows four elements are important:
1) Real or perceived personal and collective grievances
This year, some of these grievances have been linked directly to the pandemic: government lockdown restrictions, a loss of income, fear about the future and disruption of plans such as travel.
2) Networks and personal ties
Social media has given people the ability to find others with similar grievances or beliefs, to share doubts and concerns and to learn about connecting theories and explanations for what may be troubling them.
3) Political and religious ideologies
QAnon is very hierarchically structured, similar to evangelical Christianity. QAnon followers join a select group of truth seekers who are following the “light” and have a duty to wake up the “sheeple”. Like some religions, the QAnon world is welcoming to all and provides a strong sense of community united by a noble purpose and hope for a better future.
4) Enabling environments and support structures
In the QAnon world, spending many hours on social media is valued as doing “research” and seen as an antidote to the so-called fake news of the mainstream media.
Social isolation, a barrage of changing and confusing pandemic news and obliging social media platforms have been a boon for QAnon groups. However, simply banning or deleting groups runs the danger of confirming the beliefs of QAnon followers. Governments need to be more sensitive in their messaging and avoid triggering panic around sensitive issues such as mandatory or forced vaccinations. Transparency about government actions, policies and mistakes all help to build trust.
Governments also need to ensure they are providing enough resources to support people during this challenging time, particularly when it comes to mental and emotional well-being. Resourcing community-building to counter isolation is vital.
For families and friends, losing a loved one “down the Q rabbit hole” is distressing. Research shows that arguing over facts and myths doesn’t work.
Like many conspiracy theories, there are elements of truth in QAnon. Empathy and compassion, rather than ridicule and ostracism, are the keys to remaining connected to the Q follower in your life. Coney Island’s New York Aquarium opened to members on Sunday after a months-long closure due to the COVID-19 pandemic, bringing joy to families and fish aficionados.
“I’m just so happy that it opened,” said Queens resident Rachel Klepadlo, who attended the reopening with her daughter, Max, her husband, and their friends. “It was something we’ve been waiting for for a while.”
