Sino-American competition, if it continues on its current trajectory, will be no Cold War. It is likely to be more complex, harder to manage and last much longer.
China-US relations have been sliding toward confrontation throughout the Donald Trump presidency. The beautiful chocolate cake shared by Trump and Chinese President Xi Jinping at Mar-a-Lago in April 2017 seems from another era.
The competition that had started with tensions over trade and technology has moved beyond the economic domain.
Tit-for-tat consulate closures in Houston and Chengdu, the expulsion of journalists, ideological rhetoric from the likes of US Secretary of State Mike Pompeo and increased military manoeuvres in the East and South China Seas have led many to conclude the world is on the cusp of a second Cold War.
Indeed, Beijings recent shredding of its treaty commitments toward Hong Kong has the air of Berlin about it a free and dynamic city with a complex past suddenly engulfed by an outside authoritarian state.
The great power contest between the US and China has been steadily ratcheting up over many years. Washingtons long-term strategy in Asia to ensure the region is not dominated by a hostile hegemonic force is plainly threatened by the growth in Chinese power.
It is tempting to look back to the most recent geopolitical analogue to make sense of current conditions. The Cold War was, after all, a global contest between two superpowers who saw the other as an implacable foe.
But we are in uncharted waters. Sino-American competition, if it continues on its current trajectory, will be no Cold War. It is likely to be more complex, harder to manage and last much longer.
Risks of analogies
Using the Cold War to frame our understanding of the competition between China and the US is a risky endeavour. As Columbia Universitys Adam Tooze put it,
An overconfident reading of the past is accelerating the drive to confrontation in dangerous ways.
The point Tooze was hinting at is that the Cold War played out in different ways in both Asia and Europe. And crucially, in Asia, it ended in a much more ambivalent manner for the US and the West than many realise.
Asias Cold War
While the Cold War was a global contest, its dynamics were starkly different in Asia and Europe.
Most obviously, the first three decades of the contest were anything but cold in Asia. Indeed, the label seems like a cruel joke for a region that experienced several large-scale wars from the 1950s to the 1970s in Korea and Indochina, killing many millions of people. War and revolution was almost the norm.
Europes Cold War, by contrast, was an extended high-tension period, but one that was thankfully free of bloodshed.
As in the second world war, the timing and location of the end of the Cold War in Asia was also very different from Europe.
In Asia, there was no Berlin Wall moment, no spring tide of national liberation. Instead, the Cold War dynamics were subtly but significantly transformed in different places over different timeframes.
At one level, the Cold War ended in Asia in 1979 with the formal normalisation of relations between the US and China. This transformed the geopolitics of the region, at once marginalising the USSR, and establishing a four-decade period of great power amity between China and the US.
This, in turn, resulted in the greatest period of economic development in human history.
Elsewhere, however, the Cold War festered on long after the maps of Europe had changed. Korea remains divided and its border is among the most militarised parts of the planet. Taiwans uncertain standing a state in all but name is likewise a legacy of the Cold Wars early years.
But the most important difference between the two is that in Europe, communism was defeated.
In Asia, however, it lives on. The Chinese Communist Party has not gone the way of the Soviet Union; quite the contrary, it now oversees the worlds second-largest economy, retains a high level of internal legitimacy and runs a country that is tightly connected with the rest of the world.
During the 1990s, Western scholars and politicians argued that history had ended and their liberal democratic model had vanquished all comers for all times.
The lesson for the world seemed to be that there was no option but to open their markets, liberalise their politics and free the animal spirits of their economies or be left behind.
Could the West really win a Cold War redux?
Even then, such claims seemed self-indulgent. But the risk we face today is that policy-makers in Washington and elsewhere still believe in this premise: that a Cold War redux can be won by the same strategy and virtues that knocked the Soviet parrot off its perch.
The language of many in Washington and its allied capitals reflects this belief. The West is inherently superior in the organisation of its politics, economy and society, while China is a bundle of malign contradictions.
Squaring up to China in a full-spectrum competition should therefore be relatively easy. These Western leaders have the confidence of the sports fan watching a match they already know their team has won.
Beyond the fact that anyone who thinks the US model of politics and economics is particularly well-suited to the current moment is delusional, this outlook badly misunderstands the nature of the foe they have put in their geopolitical sights.
Perhaps the biggest failing of the Soviet Union was the communist partys ignorance about the nature of the economy it ran and the people it led. The PRC is perhaps the most internally fixated great power yet seen. Party elites are acutely aware of the strengths and weaknesses of the system they have built.
Without doubt, China has a long list of significant challenges, from environmental degradation to widespread corruption, but the party has proven extremely effective at overcoming its internal difficulties. Moreover, it has shown economic and geopolitical success does not require conformity to a liberal model.
A serious challenge still unrealised
The biggest problem of seeing the China challenge as a repeat of the Cold War is this: Western leaders appear not to be taking seriously enough the scale of the confrontation they are heading toward.
The Cold War was won in Europe but only after 50 years. And that included the US having a significant economic head start in 1945.
There is no sign Washington and its fellow travellers have begun to think through, let alone prepare for, a similar multi-decade fight across all domains against the worlds most populous country.
Given Chinas scale, its importance to the global economy and its technological sophistication, an escalation of the rivalry between Beijing and Washington could bring costs of monumental proportions. Rather than carelessly invoking the past, we should be doing everything we can to stop the competition between the two sides from spiralling out of control.

A January 28, 2020 solicitation by the Naval Air Systems Command indicating it may modify its P-8 Poseidon patrol planes to carry a wide range of long-range missiles, mines and bombs has brought about an epiphany of sorts in the defense analysis community: the sea-warfare service appeared to be gearing up to convert its fleet of 122 submarine-hunting patrol planes into bombersand moreover, a bomber based on the Boeing 737 airliner!
The reason thats possible for a modified airliner to become a deadly weapons platform today is that new glide bombs and missiles allow an airplane to fly well outside the range of enemy air defense weapons and still unleash devastating standoff-range attacks.
All thats needed is a large missile truck that can carry a lot of fuel of weapons, as well as the sensors and datalinks to acquire and engage targets.
For that reason, I wrote in a 2017 profile of the P-8 that there was a distinct possibility the Navy might adapt its submarine-hunters to serve as a sort of B-52 bomber substitute.
But theres another interesting implication in the decision to adapt the P-8: the U.S. might effectively have an export bomber on its hands for the first time in decades.
The overlap between bombers and maritime patrol planes focused on tracking and attacking enemy ships and submarines, and bombers, dates back to World War I.
In World War II, Liberator heavy bombers armed with depth charges and rockets played a major role in hunting German U-Boats, while Catalina patrol planes were often employed to bomb land and sea targets. The important quality bombers and patrol planes had in common were the range to fly across huge distances on long-endurance missions.
The Poseidon is hardly toothless in its current configuration, capable of employing Mark 54 torpedoes and Harpoon anti-ship missiles against both ships and submarines.
But the Navy upgrade would dramatically improve anti-ship lethality with the AGM-158C Long Range Anti-Ship Missile (LRASM), which possesses over twice the range of the Harpoon at an estimated 300+ miles, a stealthier radar-cross section, and an advanced multi-mode seeker.
The upgrade may also outfit the P-8 to deploy Mark 62, 63 and 65 naval mines, 500- and 2,000-pound JDAM GPS-guided bombs, and the GBU-53/B Stormbreaker Small Diameter Bomb II, a small 105-pound weapon combining GPS with laser, infrared or radar guidance which can be carried in greater numbers and is intended to have much less potential for collateral damage. These weapons have more modest stand-off range capabilities, and the GBU-53B could be employed against small boats that lack high-altitude air defense weapons, like those employed by the Iranian Navy.
However, JDAMs and Stormbreakers would also enable P-8s to provide long-endurance air support to ground forces in the much the same way that Air Force B-1 and B-52 bombers are routinely called upon today.
A final unusual payload to under consideration is the MALD air-launched decoy, which is designed to so convincingly emulate the performance and signature of a jet fighter that it draws away fire from deadly enemy air defense missiles. The Navy foremost likely intends P-8 launched MALDs to help its carrier-based jet fighters overcome enemy integrated air defense systems.
Undoubtedly, some in the Navy will contend that expanding the P-8s mission will inevitably come at the expense of the anti-submarine warfare mission, which is high in demand as Chinas rapidly expands its submarine fleet.
But the demand for bombers that can both support troops on the ground and bring long-range anti-ship capabilities remains highparticularly as the Air Force is considering early retiring its B-1 bombers that brought both capabilities to the table, due to their operating costs and low maintainability.
An Export Bomber for the 21st Century?
The U.S. has exported very few bombers since World War II, though not a few bombers leftovers from that conflict did indeed go on to see colorful Cold War careers in the Middle East, Asia and Latin America. Thats not only because multi-engine bombers are expensive, but theyre associated with aggressive offensive warfare and (by the Cold War era) nuclear warfare.
Besides some B-57 Canberra jet bombers sold to Pakistan, one of the few exceptions to that rule was Australia, which between 1973 and 2010 operated the speedy F-111 Aardvark swing-wing bomber. Australias interest in the aircraft it dubbed the Pigs of the Pacific was driven by its need to project forces across long distances to foist off pressure from its military rival, Indonesia.
Australian Aardvarks have since been superseded by Super Hornet and Lightning fighters that, despite their other virtues, simply cant fly nearly as far. But the Royal Australian Air Force already operates a dozen P-8, and it also has stocks of AGM-158 JASSM stealth cruise missiles (from which the LRASM is derived), as well as JDAM bombs. Converting Australian P-8 to carry standoff-range cruise missiles and glide bombs would be a very simple way to restore Canberras ability to project force further into the Pacific as it comes under increasing pressure from an expanding China.
India also operates over a dozen customized P-8I Poseidons which play a critical role in enabling the Indian Navy to monitor ship and submarine movements in the Indian Ocean. The P-8I differs in that it incorporates a sub-hunting Magnetic Anomaly Detector (MAD) sensor, an export variant APY-10 radar, and an Indian Navy-specific datalink.
A report by the Center for New American Security suggested that a logical step to improve the Indian Navys sea control capabilities by integrating its highly capable domestic Brahmos supersonic cruise missile for launch from its P-8Is. However, it may not be all that simple to jury-rig integration of a weapon with largely Russian origins onto an American military platform! The soon-to-be-existence of the American upgrade kit might give India a simpler route to beefing up its anti-ship firepower, though undoubtedly a costly one.
Three other operators of the P-8Norway, South Korea and the United Kingdommight be interested in the capabilities offered by upgraded Poseidons. The UK fundamentally has an expeditionary military, but no longer has any long-range strike jets. Norway has come under increasing pressure from Russian ships and land-based missile systems. And South Korea is of course locked in into its long-lasting security competition with its northern brethren.
Of course, training and equipping P-8 units for a larger surface-strike role would necessarily come at the detriment of time spent combing the seas for submarines, which pose significant security challenges to all three countries. Thus, its far from given that these nations will pursue the ability to convert their Poseidons into de facto bombers. Nor is it guaranteed that the upgrade will necessarily be authorized for sale abroad, though neither is it unlikely.
Still, if the defense establishment in any of the above countries decide they need a long-range strike platform it can wield against distant land and sea targets, that capability may now only be an upgrade away, rather than requiring some fantastical bomber design that simply is not being produced anywhere in the world, and that would be too expensive to develop domestically.
That change could have important implications as the security competition between China and the United States over the vastness of the Pacific Ocean seems only set to intensify in the coming decade.

Even though it takes place in international waters and is technically legal, Chinese overfishing comes at enormous risk to endangered Galapagos wildlife.
More than 300 foreign fishing ships, almost all Chinese, have been sitting in international waters surrounding the Galapagos Islands since late July. The islands, nearly 1,000 km from the coast of Ecuador, are best-known for their unique wildlife.
As these vessels are in international waters, their presence is technically lawful. They are reportedly fishing for squid and have been coming to this location for four years. However, the ecological reality is that fish do not recognise state boundaries and therefore fishing at this scale so close to the Galapagos Marine Reserve implies a serious risk for endangered, migratory species found within the protected area such as whale sharks and hammerhead sharks.
The news has led to an outcry in Galapagos. Locals there still clearly remember the 2017 capture of a Chinese fishing ship that was found inside the marine reserve with thousands of sharks onboard, including endangered species.
Back then, I was working at the Charles Darwin Research Station on the Galapagos Islands. Ive since moved into academia, where I research the laws around marine protection. Based on my work in the area, I think strengthening the regions existing legal frameworks could be a solution.
This latest incident is a stark reminder of the incongruous nature of the law of the sea, which recognises that the ocean is an interrelated whole yet takes a zonal approach to regulation that results in a mismatch between law and natural ecosystems. International waters, or the high seas, make up 61% of the ocean but a fragmented legal framework allows only weak regulation of human activities.
Overfishing is one of the key drivers of biodiversity loss in the oceans. With no overarching legal framework in place for designating marine protected areas on the high seas, just 1% of international waters are protected.
These failings prompted the international community to begin negotiations in September 2018 to create a new legal instrument governing the conservation and sustainable use of marine life on the high seas. This is a promising development, though its scope is limited to four specific issues, one of which deals with creating specially protected areas.
However it is still not clear whether high seas fishing, currently managed on a regional basis by organisations of relevant countries, will be included in the negotiations. Furthermore, the final round of talks has been postponed due to the COVID-19 pandemic. For cases such as the Galapagos, it may be more practical to simply strengthen existing regional cooperation and ocean governance.
An existing framework
Ecuador is a member of the United Nations Regional Seas Programme for the South East Pacific. This deals with protection of the seas around the member states in this region, but in the adjacent high seas it has only a narrow mandate restricted to pollution. However it is looking to expand its interests in the high seas where it currently has no authority to create protected areas.
The Regional Seas Program has a lot of support as a coordinating mechanism. For example, it has signed agreements with regional fisheries management organisations, which have the power to establish temporary fishing closures in the high seas. Given that fishing is a key socio-economic activity in the region, this type of cooperation between an environmental protection agency and fisheries management bodies is an important step in the right direction. However, empowering this body with a mandate to establish its own protected areas would be a better way to protect a wider spectrum of marine life.
Given the lack of a strong ocean governance regime in the region, four states decided to come up with their own solution to better protect their surrounding waters. Back in 2004, Ecuador along with Costa Rica, Panama and Colombia established the Eastern Tropical Pacific Marine Corridor (CMAR). The overall goal of CMAR is to jointly conserve the rich marine biodiversity in this region, with Galapagos and other marine reserves eventually forming the first transboundary network of marine protected areas in Latin America.
The proposed map of the marine corridor includes the high seas between the Galapagos Islands and Ecuador mainland. However without a legal framework for protected areas on the high seas, the eventual corridor will only be able to encompass areas within the jurisdiction of the participating states. There are still significant legal barriers, even when the political will is there.
The CMAR marine corridor is within an area of immense ecological value, recently listed as a hope spot which are special places deemed critical to the health of the ocean. As a political initiative, it offers the possibility of harmonising the regions marine law. Public outrage over fishing near the Galapagos may propel states to finalise the marine corridor and perhaps drive increased cooperation in the region.
A coherent regional position with regard to common threats such as overfishing would carry more weight at the international level. This could make a big difference diplomatically, especially when dealing with large fishing fleets flying the flag of a global superpower.

Taiwans agreement this month to buy $8 billion worth of advanced F-16 fighter jets from the United States will prompt threats from China against the island and in turn spark more anti-China action by Washington, but eventually help keep Beijing at bay, experts say.
U.S. President Donald Trump approved the sale a year ago of at least 66 late-model jets and this month Taiwan signed an agreement to buy them from by 2026 from American defense contractor Lockheed Martin Corp. It will be Taiwans first such deal since the U.S. government approved a sale of 150 F-16s in 1992.
Downward-spiraling relations
The current sale marks the latest development in downward-spiraling Sino-U.S. military, political and trade relations. As part of that trend, the U.S. side has buoyed Chinas old political rival Taiwan since 2017 through arms sales and naval activity aimed at safeguarding the island, which is just 160 kilometers off the Chinese coast.
Given everything that has happened between Beijing and Washington, I think the Chinese feel that this is just another measure that [the] Trump administration has held up of their anti-China trend, said Yun Sun, East Asia Program senior associate at the Stimson Center, a research organization in Washington.
Beijing sees Taiwan as part of its territory and insists that the two sides eventually unify despite widespread opposition among Taiwanese people. The dispute goes back to the Chinese civil war of the 1940s, when the Nationalists lost to the Communists and re-based their government in Taiwan. China, armed with the world's third-strongest military, has not ruled out use of force if needed to take over Taiwan.
Separately, the U.S. and China have blocked each others internet services, shuttered consulates and, since 2018, been embroiled in a trade dispute. The arms sale is part of that struggle, experts say.
Whenever the U.S. and Taiwan do something together, China is obligated to respond and that response naturally is going to escalate the tension, because thats the action-reaction cycle, Sun said.
Military maneuvers
China has stepped up military maneuvers near Taiwan since June. On August 10, the Chinese air force briefly sent planes across a median line dividing Taiwans air defense zone from Chinas. It had flown over the line at least eight other times in June.
Chinas Peoples Liberation Army has held amphibious landing exercises off the south coast of China too at a time when the U.S. has been frequently conducting provocative military activities near the island of Taiwan, Beijings state-controlled Global Times news website reported August 9. It anticipated more exercises over the coming weeks.
The U.S. should be warned and should not make dangerous moves to avoid misjudgments that neither side would like to see, the Global Times said, citing analysts.
U.S. Navy vessels pass all but routinely through the ocean strait separating China from Taiwan, and two U.S. aircraft carrier groups sailed into the adjacent South China Sea last month.
Taiwans purchase of the F-16s shows that Washington is determined to keep pressuring China, said Sean King, vice president of the Park Strategies political consultancy in New York. The U.S. military has offered support in recent months for Vietnam and the Philippines as well, as both Southeast Asian countries vie with China over maritime sovereignty.
'So much frustration'
Theres just so much frustration in Washington with Beijing right now that nobody in the Trump administration is ready to stand in the way of whatever's good for Taiwan, King said.
China has been used to a closer economic relationship with the United States and settling political issues through diplomacy. Its recent behavior may mark a new era in Chinese foreign policy, one that reflects the countrys growing strength and ambitions, Council on Foreign Relations president Richard Haass writes in an August 13 commentary.
However, China can do only so much in reaction to the fighter jet sale and other specific military moves by Washington, analysts say.
The U.S. activity reminds China that Washington could protect Taiwan if attacked, Sun said.
Communist officials would act bluntly against Taiwan only if they had a stronger consensus within their ruling party and freedom from domestic economic issues, including trade issues with the United States, said Alexander Huang, strategic studies professor at Tamkang University in Taiwan.
I believe a rational decision-making body or a relatively rational [Chinese President] Xi Jinping would not like to take the risk unless there is an overwhelming challenge from Taiwan, Huang said.
Chinese officials have vented less vociferously this time compared to their reactions to previous U.S. arms sales to Taiwan, King said.
That could be because Beijing's taking so many hits from Washington at the moment that it's not quite sure which perceived outrage to prioritize, he said.

During his White House address Thursday accepting his partys nomination for asecondterm, President Donald Trump said the November election will decide whether we will defend the American way of life or whether we will allow a radical movement to completely dismantle and destroy it.
Trump, who faces a strong challenge from former Vice President Joe Biden, told a large crowd on the White House South Lawn this is the most important election in the history of our country.
The 1,000-plus invited attendees, including many Republican members of Congress, were seated close to each other and most did not wear face masks, defying public health advice amid the coronavirus pandemic.
Trump,whotrailsBiden in national polls andpoliticalbattleground statesurveys, devoted much of his speech to a blistering attack on his Democratic opponent, denouncing him at one point as a Trojan horse for far left radicals and anarchists who want to destroy the country.
To rousing cheers from the audience, Trump said the former vice president is not a savior of America's soul. He is the destroyer of America's jobs. And if given the chance, he will be the destroyer of American greatness.
For 47 years, Joe Biden took the donations of blue-collar workers, gave them hugs and even kisses, Trump said. And told them he felt their pain. And then he flew back to Washington and voted to ship our jobs to China and many other distant lands."
The president, in his 70-minute speech, emphasized what he called his tough approach toward China, in terms of the economy and blaming Beijing for allowing the coronavirus to escape its borders.
In fact, Trump enjoyed good relations with China leader Xi Jinping early in his administration while the two leaders engaged in major trade talks, and later, after the coronavirus began to spread, Trump praised Xi for his handling of the crisis. Once the relationship soured and Trump began blaming China for U.S. public health and economic woes, the president stepped up his criticism of Biden as a dupe of China.
Joe Bidens agenda is made in China. My agenda is made in the USA, Trump said.
If reelected, Trump promised, We will go right after China. We will not rely on them one bit.
Just before the president speech, Bidens campaign attacked Trump as the weakest president that we've ever had when it comes to China.
He has failed again and again to stand up for American interests to the Chinese government, the Biden campaign said in a statement.
The Democratic Party nominees campaign contended that when coronavirus was emerging, Trump spread Xis lies. And his tariff war with China has devastated American farmers, businesses, consumers, and workers. He even begged President Xi to bail out his reelection campaign.
In his speech, Trump said Biden has spent his entire career on the wrong side of history.
The president also sought to draw a philosophical and moral contrast between the two parties.
In the lefts backward view, they do not see America as the most free, just and exceptional nation on Earth. Instead, they see a wicked nation that must be punished for its sin.
Trump declared that Joe Biden is weak. He takes his marching orders from liberal hypocrites.
Biden, at a virtual campaign event earlier Thursday, criticized the president as totally irresponsible for holding a purely political event on the White House lawn, virtually throwing every major rule in the dustbin.
Afireworksdisplay, which spelled out the name Trump and 2020 above the Washington Monument and the National Mall, immediately followed the presidents speech.
Aside from his speech live in front ofthecrowdat the White House,and one Wednesday night in Baltimore by Vice President Mike Pence,the Republicans four-day conventionwas mostly avirtualaffair,similar tothe Democratic conclave a week ago.

Trump, in his acceptance speech did not mention the wounding of Blake, who is paralyzed from the waist down, his father said. He reemphasized his law-and-order approach, condemning agitators, looters and anarchists in several Democrat-run cities.
Trump and Pence, along with numerous convention speakers, portrayed their administration as a staunch supporter of law enforcement, standing against protests, some of which have turned violent, that have erupted since the May 25 death of a Black man, George Floyd, while in police custody in Minneapolis, Minnesota.
The presidents lengthy address kept fact-checkers busy.
Some of the presidents comments were false or misleading, according to PolitiFact, which is run by the Poynter Institute, a nonprofit journalism school and research organization.
The New York Times also attempted a comprehensive running fact check during the address and gave the president mixed reviews in terms of adhering to the truth.
There were more than 20 false or misleading claims made by Trump in his speech, according to CNNs Daniel Dale.
Polls show Biden leading Trump by about 7 percentage points, according to an aggregation ofsurveysby the Real Clear Politics website. However, Biden's edge is thinner in several key battleground states that could once again prove decisive in the election.
Only two U.S. presidents have lost reelection contests after a single term in office in thepast four decades: Jimmy Carter in 1980 and George H.W. Bush in 1992.

The citys chief planner will push to complete the vast Gowanus rezoning before Mayor Bill de Blasio leaves office and elections shake up the City Council, she said on Wednesday.
There is so much potential [in Gowanus] for creation of housing and a significant amount of affordable housing, for job generation, for improvements to the public realm, for enhancements to transit, it can be a win all around, Department of City Planning director Marisa Lago told the head of the New York Building Congress Carlo Scissura on his virtual interview series Espresso with Carlo.
With de Blasio leaving office at the beginning of 2022, and 51 of 55 Council members term-limited from seeking reelection in 2021, the sprawling rezoning faces an uncertain future but Lago said she would hope to complete the roughly seven-month Uniform Land Use Review Procedure for the project before a new mayor is sworn in.
The planning honcho said that DCP is currently finalizing an environmental review necessary for the project to get certified into the lengthy public process, without providing a specific date for when she anticipates the procedure to formally start.
ULURP includes purely advisory recommendations from the local community boards and the borough president, along with binding votes from the 13-member City Planning Commission which Lago also chairs and the City Council, which usually defers to the areas local legislators, in this case councilmembers Brad Lander and Steve Levin.
While ULURP applications have been on hold since de Blasio paused the proceedings in March amid the COVID-19 pandemic, city officials plan to restart those processes on Sept. 14.
Scissura voiced his support for the plan, saying that members of the Building Congress were eager for the city to move the rezoning forward which would open up more jobs for developers and builders, who are looking to take on new projects in years to come.
[Our members are] not worried about today, they feel like they have enough work right now to get them through it, he said. But theyre a little worried about 21, 22, 23 are we planning for new things that they can work on? And when you talk about what Gowanus rezoning could be, or what Industry City or other things across the city, the pipeline for work in two or three years really is exciting for our memberships, and really for New Yorkers in general.
Lagos comments echoed Lander, who has urged the city to move ahead on the Gowanus rezoning, arguing that more time will allow for a more involved process between city officials, residents, and other local stakeholders in the 16 months left in his Council term.
The rezoning would allow for more total development and taller building projects of up to 30 stories in the low-rise industrial and residential neighborhood, which city planners have estimated would bring around 8,200 new housing units to the area by 2035, including some 3,000 below-market-rate homes.
However, some longtime local opponents to the proposal urged officials to pause the Gowanus rezoning until in-person meetings can safely return, so that they and other residents can voice their concerns at the often raucous public input sessions of high-profile ULURPs a demand endorsed by local Assemblywoman Jo Anne Simon.
This spurred pro-development group Open New York to launch a counter-petition urging the city to move ahead, arguing that Gowanus which is sandwiched between pricey Carroll Gardens and Park Slope is in dire need of the proposed below-market-rate housing units.

A group of researchers is planning to measure the air quality, walkability, and traffic patterns in Downtown Brooklyn over the coming months which will gather a treasure trove of data to help make the area more livable, according to the head of the organization behind the effort.
These smart cities projects represent a means of improving the safety, efficiency, and beauty of our neighborhood, said Regina Myer, the president of the Downtown Brooklyn Partnership in an Aug. 25 press release.
The neighborhood business-boosting group will partner on the effort with New York University and a pair of startups including San Franciscan tech company Aclima, which will deploy a fleet of hybrid cars equipped with air sensors to measure air pollution around Downtown Brooklyn and a handful of nearby neighborhoods stretching as far as Red Hook and Sunset Park over the next three months.
Aclimas researchers will collect millions of samples measuring toxins like carbon dioxide, carbon monoxide, nitrous oxide, and harmful fine particles known as Particulate Matter 2.5 before feeding the data back to their cloud for analysis and mapping.
The techies previously took several sets of hyper-local air samples in the Golden State, and a senior scientist for the firm said that the hard numbers on airborne toxins can help locals and elected officials advocate for a cleaner environment.
It will provide a comprehensive resource for governments, communities and interested business leaders to help them form better environmental justice, said Dr Crystal Upperman.
Air pollution has become an even greater concern in the age of the coronavirus as Harvard researchers have found that people living in places with dirty air are more likely to die from COVID-19 than those who live in clean air areas.
The environmental researchers will also take into account how the incoming Jay Street busway could affect air quality levels in the boroughs central business district, according to Upperman.
Aclima, which operates its Kings County outpost from the Navy Yard with the help of local tech center Newlab, plans to share its findings toward the end of the year.
The companys probe will be one of three new efforts of Downtown Brooklyn Partnerships Living Lab initiative to use high tech to measure various issues in the neighborhood.
NYUs Tandon School of Engineerings Center for Urban Science and Progress, based in the nearby MetroTech business complex, will measure car and pedestrian traffic patterns using pole-mounted sensors along the areas Shared Street sections of Willoughby and adjoining Pearl streets which the city narrowed and redesigned to make more pedestrian friendly last year.
The third part will be a survey of Downtown Brooklyns walkability by Manhattan firm Walkspan, focused mainly on Jay Street, Schermerhorn Street, Court Street, and some of the side streets of the Fulton Mall.
Myer hopes the studies will affirm her organizations support for opening more space to walkers downtown especially in the age of COVID-19 and social distancing.
We really have motive here because we think the Shared Street program is the way of the future for pedestrians to access more space, Myer told Brooklyn Paper. It is needed more than ever given the health crisis, given the need for social distancing.
The Partnerships Living Lab previously measured noise pollution in the neighborhood, when partner companies installed audio sensors along the Fulton Mall in 2018, Patch reported.
The Downtown advocate said the neighborhood provides a good template for urban study because of the variety of businesses, schools, and residential developments packed into the area.
We have a high level of transit, a very, very engaged public, a mixed-use community, not just shopping, not just students, not just residents, which makes for a very good sample, Myer said.

Brooklyn scooter-sharing company Revel resumed service on Thursday morning with newly-added safety features, ending a month-long shutdown that began after a string of crashes aboard the battery-powered vehicles including three fatalities within a 10-day span.
Revel was born and bred in New York City, and were proud to relaunch in our hometown with an even better service, said Frank Reig, Revel co-founder and chief executive officer in a statement Aug. 27. With support from partners like the NYC Department of Transportation, were coming back stronger than ever and providing continued access to the more than 360,000 New Yorkers who rely on Revel to get around their city.
Revel had halted its New York operations on July 28 which came after the deaths of two riders in Queens and Brooklyn, including a CBS2 reporter. Another man also crashed in Manhattan on July 25, and succumbed to his injuries on Aug. 4.
The return of the scooters comes with a slew of safety upgrades intended to increase safety and accountability including forcing riders to take a selfie of themselves and their passenger wearing helmets, which the company will verify before the electric motors can turn on. For those who prefer not to use the included helmets, riders can purchase their own federally-approved helmets for $35 from Revel, the company said.
Customers will also have to watch a how-to video, and complete an in-app multiple choice test with 21 questions about how to properly drive Revels while obeying basic rules of the road including not riding in the bike lane, on sidewalks, through red lights, or on bridges and highways.
The company will continue to suspend service between midnight and 5 am for the first 60 days, and will work with the citys Department of Transportation and local stakeholders to expand hours of operation for future service.
People can also report bad behavior on Revels website without having an account, the company said.
The startup, which first rolled out in Bushwick in 2018, spread to more parts of Brooklyn and other boroughs during the following years, and became even more popular this summer with many riders seeking alternatives to subways and buses for fear of contracting the coronavirus.
Its fleet across all boroughs except Staten Island counts 3,000 scooters and 360,000 riders, but its rising popularity coincided with more scofflaws behaving badly on the scooters, with Revel suspending 1,000 of its users in July.
One Bushwick legislator said he was glad the company took steps to address safety concerns during its pause and said that Revel has become part of Kings Countys transportation network.
Over the past two years, Revel has become a part of life in Brooklyn, said Councilman Antonio Reynoso in a statement. Theyve helped improve transportation access in our borough, created jobs for our residents, and have been a good neighbor since the start. Revel did the right thing by taking time to strengthen their safety measures, and today Im happy to welcome them back to the communities that need them.
