Partially declassified footnotes from Department of Justice Inspector General Michael Horowitz’s FBI report reveal that the most ‘central and essential’ evidence to justify surveillance of short term Trump campaign volunteer Carter Page was based on Russian disinformation, according to newly declassified footnotes.
In January, U.S. Sens. Ron Johnson, R-Wis., and Chuck Grassley, R-Iowa, sent a classified letter questioning the contradiction between the footnotes and what was made public by Horowitz’s team regarding the bureau’s Crossfire Hurricane investigation. The letter was first reported by <a href="http://SaraACarter.com" rel="nofollow">SaraACarter.com</a>. In January, the senator’s did not disclose what section of the December FISA report contradicts the footnotes in their findings.
The declassification came at the request Grassely and Johnson, whose committees have been dedicated to uncovering the truth regarding the FBI’s malfeasance during the bureau’s probe into President Donald Trump’s campaign and its now debunked theory that campaign officials colluded with Russia. Those footnotes deal directly with the evidence collected by the FBI from former MI6 agent Christopher Steele, whose salacious and debunked dossier was the bulk of information used to seek a warrant from the secretive Foreign Intelligence Surveillance Court (FISC) to spy on Page.
Johnson, who spoke to this reporter Friday said that the American people deserve the whole truth and that revelations in the partially declassified footnotes reveals that some members of the FBI’s top echelon “were total and complete snakes.” Johnson told this reporter Friday that he expects further declassification of the footnotes by early next week.
Johnson, chairman of the Senate Committee on Homeland Security and Governmental Affairs,  credits his committee staffers with the extraordinary find after long hours of combing through every detail of Horowitz’s report. The Senator also published Opinion Editorial on Friday with the Wall Street Journal stating that “Chuck Grassley and I began pressing Attorney General William Barr, and eventually acting Director of National Intelligence Richard Grenell, for full declassification of these footnotes. That’s why they’re now public.”
Page, who filed a lawsuit in January against the Democratic National Committee (DNC) and law firm Perkins Coie over the unsubstantiated Steele dossier, questioned Friday why the details have never been disclosed before. The DNC and the Hillary Clinton campaign paid the now embattled research firm Fusion GPS to investigate Trump and any ties to Russia. The entities did so through the law firm as a cut-out.
“Why have all these details remained unnecessarily secret for so long? In our dual system of Justice, the Mueller Witch Hunt crew falsely misrepresented my own “historical contact with persons and entities suspected of being linked to RIS, when I was actually serving my country in support of the U.S. Intelligence Community,” Page told this reporter. “The time has finally come for the Office of the Director of National Intelligence and related agencies to release the full facts about the Obama-Biden Administration’s election interference campaign against candidate Trump and the illicit coup attempt against our President.”
In the Fall of 2016 the FBI obtained a secret warrant to spy on Page, the warrant was renewed  in April and in June of 2017, “raising questions about when exactly the FBI received and reviewed these new intelligence reports, and what it did with them,” stated a press release from Johnson and Grassley.
Citing the IG report, the FISA court ordered the FBI to explain how it will take corrective action on the FISA process.  A subsequent IG audit of the FBI procedures to ensure accuracy of FISA applications found errors in 29 unrelated applications, prompting the court to order more information from the FBI.
According to Grassley and Johnson the footnotes, “reveal that, beginning early on and continuing throughout the FBI’s Russia investigation, FBI officials learned critical information streams that flowed to the dossier were likely tainted with Russian Intelligence disinformation.”
Despite the evidence showing Moscow’s spy network played a role in spreading deceptive and false information, the FBI none-the-less “aggressively advanced the probe anyway, ignoring internal oversight mechanisms and neglecting to flag the material credibility concerns for a secret court.”Moreover, the FBI officials involved in the probe against Trump continued to use the Russian disinformation to target Trump’s campaign and his administration after discovering it was based on patently false information and lies.
“It would eventually spill over into the years-long special counsel operation, costing taxpayers more than $30 million and increasing partisan divisions – all based on faulty evidence,” said Grassley and Johnson in a statement released Friday. “In the end, the special counsel concluded that the Trump campaign did not collude with Russia.”
The Senator’s added that “had FBI leadership heeded the numerous warnings of Russian disinformation, paid attention to the glaring contradictions in the pool of evidence and followed long-standing procedures to ensure accuracy, everyone would have been better off. Carter Page’s civil liberties wouldn’t have been shredded, taxpayer dollars wouldn’t have been wasted, the country wouldn’t be as divided and the FBI’s reputation wouldn’t be in shambles.”
“It’s ironic that the Russian collusion narrative was fatally flawed because of Russian disinformation,” the Senators stated. “These footnotes confirm that there was a direct Russian disinformation campaign in 2016, and there were ties between Russian intelligence and a presidential campaign – the Clinton campaign, not Trump’s.”
From Grassley and Johnson’s Press Release Friday 
The IG report detailed how the FBI’s application for a Foreign Intelligence Surveillance Act (FISA) warrant to spy on Page relied heavily on an unverified dossier compiled by former British spy Christopher Steele on behalf of Fusion GPS, which was conducting opposition research for the Clinton campaign and Democratic National Committee.
  • According to Footnote 302, in October 2016, FBI investigators learned that one of Steele’s main sources was linked to the Russian Intelligence Service (RIS), and was rumored to be a former KGB/SVR officer.  However, the FBI neglected to include this information in its application, which the FISA court approved that same month. Two months later, investigators learned that Glenn Simpson, the head of Fusion GPS, told a Justice Department attorney that he assessed the same source “was a RIS officer who was central in connecting Trump to Russia.” In January, the FISA warrant was renewed.
  • Footnote 350 states that, in 2017, the FBI learned that intelligence reports “assessed that the referenced subset [of Steele’s reporting about the activities of Michael Cohen] was part of a Russian disinformation campaign to denigrate U.S. foreign relations.”
  • That same footnote (footnote 350) states that a separate report, dated 2017, “contained information … that the public reporting about the details of Trump’s [REDACTED] activities in Moscow during a trip in 2013 were false, and that they were the product of RIS ‘infiltra[ing] a source into the network’ of a [REDACTED] who compiled a dossier of information on Trump’s activities.”
The surveillance warrant against Page was renewed two more times – in April and in June of 2017 – raising questions about when exactly the FBI received and reviewed these new intelligence reports, and what it did with them. Grassley and Johnson expect the footnotes to be further declassified in the coming days.

The declassified footnotes were contained in an April 2, 2020, letter from the Justice Department responding to Grassley and Johnson’s January 28, 2020, inquiry.

Additional Information: A growing number of white supremacists and neo-Nazis are speculating that the COVID-19 pandemic is a hoax. Some are saying that this global health crisis is orchestrated by the Jews, and others are encouraging followers to deliberately infect Jews. Some also urging followers to sow chaos; this comes against the backdrop of the foiled bombing of a Missouri hospital by Timothy Wilson, who died in a shootout with the FBI on March 24.[1]
Telegram
The content posted on Telegram is vitriolic and threatening in nature.
On March 31, a neo-Nazi Telegram channel posted a graphic stating: "COVID-19 – If you have the bug, give a hug – Spread the flu to every Jew. Holocough."
On March 31, a Telegram channel shared a graphic showing a cartoon of The Simpsons character Ralph Wiggum sitting alone on a bus, with text stating: "Boog Boys diagnosed with Covid-19 (chuckles) I'm a biological weapon now." Boog is short for "boogaloo," a white supremacist term referring to imminent and inevitable societal breakdown and civil and/or race war.
On March 25, a Telegram channel called for the "white man" to leave his home and spread the virus in supermarkets – "a great place" to do it – since power stations are "now being protected."  
On March 11, a user on a Telegram channel posted about ways he had been attempting to spread the virus to Jews and Indians by coughing on them, including going to a synagogue and coughing in the rabbi's face. He also said he had rubbed a tissue he had coughed into on the handles of gas pumps at gas stations owned by Indians.
Facebook Activity
A Neo-Nazi who says he is from the Pacific Northwest told his Facebook friends to listen to aneo-Nazi radio show discussing the effects of the coronavirus on the country, specifically, how Chicago's crime rate has dropped.
On March 31, 2020, a neo-Nazi who says he is from New England wrote that if he received a government relief check he would purchase Nazi paraphernalia with it.
A white supremacist posted a YouTube video stating that the virus is a proven hoax and that governments are spying on citizens and enslaving and impoverishing them using quarantining.
A white supremacist called the virus "a blessing" because there was no more "white genocide" in South Africa and no more "caravan of illegals" at the Mexican border.
A neo-Nazi who says she is in the Southwest shared a YouTube video asking whether the virus was "even real." She added that people laughed at her when she insisted that it was all made up.
A white supremacist wrote about the world being "shut down" because of a virus with "a 96% survival rate" and hinted that the Jews are behind this.
Another White supremacist shared a video about a New York man who, try as he might, cannot find a single coronavirus case in a NY hospital.
4Chan Activity
Users on 4Chan were also spreading videos doubting the authenticity of the pandemic. On April 2, on 4Chan, a user shared a YouTube video of a German doctor explaining that the virus is a hoax. The user added: "Corona is a hoax to implement the next stage of the NWO [New World Order]."
               
Neo-Nazi Forum
A thread on COVID-19 was started on February 7 on a well-known neo-Nazi forum. On it, a user shared a link from the CDC and asked whether it was a bio-weapon or anything to worry about.
Anti-government and antisemitic posts on VNN included one, saying that a former CIA officer had claimed that the virus was produced in a laboratory. He added: "There are only two possible answers of this forum to the COVIS pandemic. 1) Corona virus doesn't exist/ it's overreaction and hysteria 2) Zionists created coronavirus."
One user posted a graphic of a lab worker holding a sample labelled "Coronavirus 2020 pysop." The lab technician is wearing a mask with the CIA and UN symbols.
Neo-Nazi Forum
On April 2, a user wrote on another well-known neo-Nazi forum that those who succumb to the virus are mostly white and asked why black and brown people were not dying.
On March 24, a thread was started about the Department of Homeland Security memo according to which white supremacists are attempting to weaponize the coronavirus. A user suggested that these "nasty ideas" sound like what minorities would do, particularly black people, "trying to make whites look bad."
Another individual wrote that it was probably a Jew or an FBI agent, and posted a news article about a Brooklyn Jewish man arrested for coughing on FBI agents and selling medical supplies at inflated prices.
Gab
On April 1, a user posted an image of Bill Gates as a greedy Jewish caricature. Gates is the subject of a false claim that went viral according to which he is pushing for an initiative to microchip individuals in a bid to fight the virus.[2]

U.S. attorney general William Barr implied in an interview Thursday that U.S. Attorney John Durham is prepared to prosecute former intelligence community officials if evidence shows they illegally surveilled the 2016 Trump campaign over allegations of collusion with Russia.
Barr, who tasked Durham last May to review the origins of the Russia investigation, told Fox News’s Laura Ingraham that the Connecticut U.S. attorney is “looking to bring to justice people who were engaged in abuses if he can show that there were criminal violations.”
“My own view is that the evidence shows that we’re not dealing with just mistakes or sloppiness, there was something far more troubling here; and we’re going to get to the bottom of it,” Barr stated. “And if people broke the law, and we can establish that with the evidence, they will be prosecuted.”
Very little is publicly known of Durham’s work, which has since been upgraded to a criminal investigation, with House Judiciary Committee Ranking Member Jim Jordan (R., Ohio) saying last month that Durham’s investigation “is due to be completed sometime this summer.” But the probe’s scope goes beyond that of DOJ Inspector General Michael Horowitz, who in recent months has detailed how the FBI abused the FISA process in its Crossfire Hurricane investigation of the 2016 Trump campaign. “[Durham]’s not just looking at the FBI, he’s looking at other agencies, and departments, and also private actors, so it’s a much broader investigation,” Barr explained in December.
Durham made headlines for issuing a rare statement saying that he did “not agree” with Horowitz’s assertion that the FBI had an “authorized purpose” for opening Crossfire Hurricane. While former FBI officials were quick to claim that the IG report had exonerated them of wrongdoing — James Comey attributed the FISA abuses to “sloppiness” — Horowitz later clarified that his office “did not” conclude the FBI was unaffected by political bias, because of a lack of evidence to the contrary. Last week, Horowitz released an update of his ongoing audit into the FBI’s transparency protocols which showed that 29 FISA applications reviewed from 2014 to 2019 all included “apparent errors or inadequately supported facts.”
Durham has spoken to Italian and Australian officials over contacts between former Trump campaign foreign policy advisor George Papadopoulos and Maltese academic and alleged Russian asset Joseph Mifsud, who offered to connect Papadopoulos to Russians in possession of “thousands of emails” containing damaging information about then-candidate Hillary Clinton.
While Horowitz found that the FBI’s investigation was sufficiently predicated based on a May 2016 memo from former Australian diplomat Alexander Downer, which relayed Papadopoulos’s claim that Russian intelligence had damaging information about Clinton ahead of the election, Downer has said publicly that Papadopoulos made “no suggestion” that “there was collusion between Donald Trump or Donald Trump’s campaign and the Russians.”
A transcript released this week shows Papadopoulos, in an October 2016 conversation with a confidential FBI source, calling it “bulls***” that Russia had hacked the Democratic National Committee to assist the Trump campaign.
Durham is also reportedly scrutinizing a 2017 intelligence community assessment that detailed Russian interference in the 2016 election, and stated that Vladimir Putin “ordered an influence campaign” that “aspired to help” Trump and discredit Clinton. Durham has met multiple times with former National Security Agency director Admiral Michael Rogers, whose agency broke from the FBI and the CIA’s high confidence in the assessment to report moderate confidence and was the “lone exception,” as former CIA Director John Brennan testified in May 2017.
A source told Fox News in February that Durham has yet to interview Brennan and former Director of National Intelligence James Clapper — who recommended to former president Obama in 2016 that Rogers be removed. The New York Times reported in December that Durham is investigating what Brennan knew of the infamous Steele dossier, and whether Brennan conferred with Comey regarding it. Horowitz’s December report said that the CIA considered the dossier to be nothing more than an “internet rumor.”
Democrats have labeled Durham’s inquiry “a vehicle for President Trump’s political revenge,” as the president has long clamored that he was the subject of a “witch hunt” by Obama-era officials, but Barr has defended Durham as “a by-the-book kind of guy” who is “thorough and fair.”
“He’s a 35-year veteran of the department, great reputation for non-partisanship. He was selected by two Democratic attorney generals to do sensitive investigations for them,” Barr said in October.

Coronavirus Could Live In Water And Spread Disease

The novel coronavirus may not only spread through droplets when people sneeze or cough. Experts said water, especially in beaches, could also be contaminated with the virus that causes COVID-19.
The beach can be a good place for the virus to infect people. The coronavirus could travel to areas where ocean water mixes with untreated and contaminated wastewater, according to Kimberly Prather, director of the NSF Center for Aerosol Impacts on Chemistry of the Environment. 
There have been reports that the novel coronavirus can stay in the feces of COVID-19 patients even after recovery. Wastewater could bring a certain amount of the virus in the poop to the ocean.
Prather said the waves could then aerosolize the virus and the wind could carry it back to shore and expose beachgoers. Previous reports showed that bacteria in the water contributes to over 90 million cases of respiratory, gastrointestinal, ear, eye and skin-related diseases annually across the U.S.,  WebMD reported Thursday.

Coronaviruses could survive in the water for two to three days, according to Charles Gerba, a professor of microbiology and immunology at the University of Arizona. However, he noted more research is needed to confirm whether COVID-19 can spread from feces.
“I’d be more worried about hepatitis, swimming in raw sewage discharge, or many of the other pathogens,” Gerba said. “They present a far greater magnitude of risk, even if it turns out that coronavirus is transmitted by water.”
He added that the coronavirus is unlikely to appear in freshwater if it remains well maintained with chlorine. There is also no evidence of the virus getting into people through drinking tap water. 
Prather agreed that water poses less threat amid the COVID-19 pandemic. But she said beaches could still put people at risk of contracting
the coronavirus because of close physical contacts.
“My concern was that at the beach where it is breezy, 6 feet [of social distancing] might not be enough,” Prather said. “If someone is infected and does not know it, it is possible they will breathe out aerosols, not droplets, which are much smaller and can be carried further distances in the breeze.”
She suggested that people maintain a social distance similar to how far they would stand from a smoker to avoid the smell of the smoke. Prather said the aerosols in smoke “will behave in a similar manner” with the coronavirus.

This Epidemic is the Biological War of Revanche, carefully planned, started, and managed by the New Abwehr - the global entity which includes the today's Intelligence Services of Germany and some other countries, properly infiltrated and penetrated by Abwehr, including Russia, which I think, they use as the cover - the traditional and effective tactic.

Many clues point in this direction. Germany herself was very well prepared for this war, this explains the divergence in statistics. This hypothesis has to be taken very seriously and it has to be explored further. 

Only the correct diagnosis, as the outcome of the comprehensive and in-depth Intelligence Analysis, will lead to appropriate and curative interventions, regardless of the medical aspects of this catastrophe.

The first cases of coronavirus that arrived in New York spread mostly from Europe, according to two scientific studies.
Researchers believe the virus was being spread around the city by mid-February - weeks before New York's first confirmed case.
The scientists from the Icahn School of Medicine at Mount Sinai N.Y.U. and Grossman School of Medicine studied DNA from thousands of samples of coronavirus patients and concluded that the first travelers to bring the virus to the city came from Europe, not Asia, according to The New York Times. 
But they also found that the strand of the virus that arrived in Washington state came from China.  
President Trump banned entry to the US by foreign nationals who had visited China within the past two weeks on 31 January. He banned travel from Europe on 11 March.

In mid-March travelers coming to New York from Europe, where outbreaks in Italy and Spain were already spiking, were being asked at John F. Kennedy International Airport only if they had been to China or Iran, not if they had visited the hardest-hit nations in Europe, the Times reports.
Both research teams analyzed genomes from coronaviruses taken from New Yorkers starting in mid-March. 
One of the studies detected seven separate strains of viruses that arrived in the New York City area and researchers expect to find more. 
Despite examining different examples of the outbreak, researchers from both teams reached largely the same conclusions about its origins, according to specialists. 
Dr Harm van Bakel, a geneticist and co-author of the Icahn School's study, told the Times: 'The majority is clearly European.'

It was not until late February that Italy would begin locking down towns and cities as well as imposing restrictions on mass gatherings. 
Although the New York outbreak appeared to originate in Europe, the Washington state cases appear to have come from China.
Researchers found viruses in Washington, which was the first major outbreak in the US, shared mutations in common with ones isolated in Wuhan by Chinese medics. 
The first confirmed case in New York came on March 1 and around two weeks later new infections began to soar.

Previously researchers have said that coronavirus mutates very slowly with only tiny differences between the different strains. 
But a new study by Cambridge scientists found there  are three main types of the novel infecting people, and the strains may be mutating to conquer the immune systems of populations around the world.
Last week travel data emerged showing 3.4 million travelers from countries that would end up as the hardest-hit by the outbreak entered the US as the pandemic was starting.
Figures from the US Commerce Department from December, January and February, which were the critical early months in the outbreak, reveal how hundreds of thousands or even millions of undetected coronavirus cases could have entered the country while medical experts remained unaware of the seriousness of the illness.

The world first heard about the virus in December, when it remained confined to China and mostly in the epicenter of Wuhan. 
Beijing was accused of covering up the spread of the virus, which may have left China's borders through asymptomatic patients well before new cases were picked up around the world.
Isolated cases started showing up in Europe in late January, before the pandemic took off in Europe in February.
The travel data shows 759,493 people entered the US from China before President Trump's travel ban on 31 January.
Another 343,402 arrived from Italy, 418,848 from Spain and about 1.9 million more came from Britain.
Medical experts say it cannot be known how many travelers may have been infected, but it's highly likely some were not exhibiting symptoms.
And as air travel has surged in recent years, enabling the pandemic to spread as it has, some officials suspect the virus' true impact was happening sooner than they realized.

Trump has been criticized for not rolling out a widespread testing program when cases began spiking in the US.
At least eight strains of the virus are being tracked by researchers around the world, using genetic detective work to show how the virus spreads. 
The virus appears to mutate very slowly, with only tiny differences between the different strains and that none of the strains of the virus are more deadly than another, experts say.
They also added it does not appear the strains will grow more lethal as they evolve.
Scientists also said that despite conspiracy theories falsely claiming the virus was made in a lab, the virus's genome shows it began in bats. 
According to figures updated last night, coronavirus had infected 1.5 million people worldwide and killed nearly 88,000 people.
The US has seen more than 435,000 people infected and over 14,800 fatalities. 
New York has suffered more than 150,000 cases with over 6,200 deaths.

One January lunchtime in a car parts company, a worker turned to a colleague and asked to borrow the salt.
As well as the saltshaker, in that instant, they shared the new coronavirus, scientists have since concluded.
That their exchange was documented at all is the result of intense scrutiny, part of a rare success story in the global fight against the virus which passed 1.5 million cases on Thursday.
The co-workers were early links in what was to be the first documented chain of multiple human-to-human transmissions outside Asia of COVID-19, the disease caused by the coronavirus.
They are based in Stockdorf, a German town of 4,000 near Munich in Bavaria, and they work at car parts supplier Webasto Group. The company was thrust under a global microscope after it disclosed that one of its employees, a Chinese woman, caught the virus and brought it to Webasto headquarters. There, it was passed to colleagues - including, scientists would learn, a person lunching in the canteen with whom the Chinese patient had no contact.

That hunt has helped Germany win crucial time to build its COVID-19 defenses.
The time Germany bought may have saved lives, scientists say. Its first outbreak of locally transmitted COVID-19 began earlier than Italy's, but Germany has had many fewer deaths. Italy's first detected local transmission was on Feb. 21. By then Germany had kicked off a health ministry information campaign and a government strategy to tackle the virus which would hinge on widespread testing. In Germany so far, more than 2,100 people have died of COVID-19. In Italy, with a smaller population, the total exceeds 17,600.
"We learned that we must meticulously trace chains of infection in order to interrupt them," Clemens Wendtner, the doctor who treated the Munich patients, told Reuters.
Wendtner teamed up with some of Germany's top scientists to tackle what became known as the 'Munich cluster,' and they advised the Bavarian government on how to respond. Bavaria led the way with the lockdowns, which went nationwide on March 22.
Scientists including England's Chief Medical Officer Chris Whitty have credited Germany's early, widespread testing with slowing the spread of the virus. "'We all know Germany got ahead in terms of its ability to do testing for the virus and there's a lot to learn from that,'" he said on TV earlier this week.
Christian Drosten, the top virologist at Berlin's Charite hospital, said Germany was helped by having a clear early cluster. "Because we had this Munich cohort right at the start ... it became clear that with a big push we could inhibit this spreading further," he said in a daily podcast for NDR radio on the coronavirus.
Drosten, who declined to be interviewed for this story, was one of more than 40 scientists involved in scrutiny of the cluster. Their work was documented in preliminary form in a working paper at the end of last month. The paper, not yet peer-reviewed, was shared on the NDR site.
ELECTRONIC DIARIES
It was on Monday, Jan. 27, that Holger Engelmann, Webasto's CEO, told the authorities that one of his employees had tested positive for the new coronavirus. The woman, who was based in Shanghai, had facilitated several days of workshops and attended meetings at Webasto's HQ.
The woman's parents, from Wuhan, had visited her before she travelled on Jan. 19 to Stockdorf, the paper said. While in Germany, she felt unusual chest and back aches and was tired for her whole stay. But she put the symptoms down to jet lag.
She became feverish on the return flight to China, tested positive after landing and was hospitalised. Her parents also later tested positive. She told her managers of the result and they emailed the CEO.
In Germany, Engelmann said he immediately set up a crisis team that alerted the medical authorities and started trying to trace staff members who had been in contact with their Chinese colleague.
The CEO himself was among them. "Just four or five days before I received the news, I had shaken hands with her," he said.
Now known as Germany's "Case #0," the Shanghai patient is a "long-standing, proven employee from project management" who Engelmann knows personally, he told Reuters. The company has not revealed her identity or that of others involved, saying anonymity has encouraged staff to co-operate in Germany's effort to contain the virus.
The task of finding who had contact with her was made easier by Webasto workers' electronic calendars – for the most part, all the doctors needed was to look at staff appointments.
"It was a stroke of luck," said Wendtner, the doctor who treated the Munich patients. "We got all the information we needed from the staff to reconstruct the chains of infection."
For example, case #1 - the first person in Germany to be infected by the Chinese woman - sat next to her in a meeting in a small room on Jan. 20, the scientists wrote.
Where calendar data was incomplete, the scientists said, they were often able to use whole genome sequencing, which analyses differences in the genetic code of the virus from different patients, to map its spread.
By following all these links, they discovered that case #4 had been in contact several times with the Shanghai patient. Then case #4 sat back-to-back with a colleague in the canteen.
When that colleague turned to borrow the salt, the scientists deduced, the virus passed between them. The colleague became case #5.
Webasto said on Jan. 28 it was temporarily closing its Stockdorf site. Between Jan. 27 and Feb. 11, a total of 16 COVID-19 cases were identified in the Munich cluster. All but one were to develop symptoms.
All those who tested positive were sent to hospital so they could be observed and doctors could learn from the disease.
Bavaria closed down public life in mid-March. Germany has since closed schools, shops, restaurants, playgrounds and sports facilities, and many companies have shut to aid the cause.
HAMMER AND DANCE
This is not to say Germany has defeated COVID-19.
Its coronavirus death rate of 1.9%, based on data collated by Reuters, is the lowest among the countries most affected and compares with 12.6% in Italy. But experts say more deaths in Germany are inevitable.
"The death rate will rise," said Lothar Wieler, president of Germany's Robert Koch Institute for infectious diseases.
The difference between Germany and Italy is partly statistical: Germany's rate seems so much lower because it has tested widely. Germany has carried out more than 1.3 million tests, according to the Robert Koch Institute. It is now carrying out up to 500,000 tests a week, Drosten said. Italy has conducted more than 807,000 tests since Feb. 21, according to its Civil Protection Agency. With a few local exceptions, Italy only tests people taken to hospital with clear and severe symptoms.
Germany's government is using the weeks gained by the Munich experience to double the number of intensive care beds from about 28,000. The country already has Europe's highest number of critical care beds per head of the population, according to a 2012 study.
Even that may not be enough, however. An Interior Ministry paper sent to other government departments on March 22 included a worst-case scenario with more than 1 million deaths.
Another scenario saw 12,000 deaths - with more testing after partial relaxation of restrictions. That scenario was dubbed "hammer and dance," a term coined by blogger Tomas Pueyo. It refers to the 'hammer' of quick aggressive measures for some weeks, including heavy social distancing, followed by the 'dance' of calibrating such measures depending on the transmission rate.
The German government paper argued that in the 'hammer and dance' scenario, the use of big data and location tracking is inevitable. Such monitoring is already proving controversial in Germany, where memories of the East German Stasi secret police and its informants are still fresh in the minds of many.
A subsequent draft action plan compiled by the government proposes the rapid tracing of infection chains, mandatory mask-wearing in public and limits on gatherings to help enable a phased return to normal life after Germany's lockdown. The government is backing the development of a smartphone app to help trace infections.
Germany has said it will re-evaluate the lockdown after the Easter holiday; for the car parts maker at the heart of its first outbreak, the immediate crisis is over. Webasto's office has reopened.
All 16 people who caught COVID-19 there have recovered.
