EU report says Russian disinformation efforts aim to exacerbate Europe’s coronavirus crisis

Kremlin-linked media are conducting a widespread disinformation campaign in Europe to worsen the COVID-19 pandemic by sowing fear, creating panic, and generating mistrust about the response to the crisis, according to an internal report by the European Union’s diplomatic service.
“The overarching aim of Kremlin disinformation is to aggravate the public health crisis in western countries, specifically by undermining public trust in national healthcare systems — thus preventing an effective response to the outbreak,” said the nine-page report by the European External Action Service, the EU’s combined foreign and defense ministry, dated Monday and seen and quoted extensively by Reuters and the Financial Times.
The report states that “a significant disinformation campaign by Russian state media and pro-Kremlin outlets regarding COVID-19 is ongoing,” which “is designed to exacerbate confusion, panic, and fear, and to prevent people from accessing reliable information about the virus and public safety provisions.” The diplomatic service concluded that “these efforts are in line with the Kremlin’s broader strategy of attempting to subvert European societies from within by exploiting their vulnerabilities and divisions.”
The Kremlin denied the allegations on Wednesday, pointing to a lack of specificity in the EU report.
“We’re talking again about some unfounded allegations which, in the current situation, are probably the result of an anti-Russian obsession,” said Kremlin spokesman Dmitry Peskov.
Peter Stano, the European Commission’s lead spokesman for foreign affairs and security policy, told the Washington Examiner the report was “an internal working document that was not intended for publication,” so he could not comment on it directly. But he did confirm that “with the spread of COVID-19, we have seen flurry of info, myths, and disinformation about it — they are coming from various sources, not only from one, although disinformation efforts coming from Russia, linked to Russia, or to clearly pro-Kremlin outlets have noticeably picked up.”
The EU foreign affairs spokesman said “since the outbreak of the coronavirus and flurry of information and disinformation about it,” the EEAS ”has intensified the monitoring and analysis of information flows and their sources” and “publicly identifies, exposes, and raises awareness about coronavirus-related disinformation spread by Russian sources.” Stano said the EEAS works on this closely with the European Commission and EU countries and cooperates with international partners such as the Group of Seven countries, NATO, and Canada “to avoid that the situation is misused by others.”
There were 205,452 confirmed coronavirus cases around the world and at least 8,248 deaths tied to the infection as of late Wednesday morning, according to the Johns Hopkins University tracker. There have been 81,102 confirmed cases in China, where the World Health Organization believes the virus originated, and 3,230 confirmed deaths there. The Chinese Communist Party has also been spreading what the United States has stressed is disinformation about the coronavirus, including claims that it originated with the U.S. military.
The WHO said last week that Europe had become the new “epicenter” of the outbreak, and the U.S. surgeon general and the head of the Centers for Disease Control and Prevention both said, “Europe is the new China.” There were 31,506 cases and 2,503 deaths in Italy, at least 13,910 cases and 623 deaths in Spain, an estimated 10,082 cases and 27 deaths in Germany, and 7,661 cases with 148 deaths in France, as of late Wednesday morning.
In the U.S., there were at least 6,519 cases, which resulted in 115 deaths.
EU digital economy spokesman Johannes Bahrke said Wednesday that high-ranking EU officials “met representatives of online platforms, including Google, Facebook, Twitter, and Microsoft” earlier this month “to discuss the spread of disinformation around the outbreak of COVID-19 virus.”
The European Commission said that “in the wake of growing disinformation against EU values in recent years, the EU has worked to put in place a stronger and more strategic approach to communication.”
The EEAS report said the Russian strategy was to “deploy dozens of different and often contradictory narratives that are disseminated through official channels, as well as online and through social media.” The document said that “Russian state-linked false personas and accounts” already linked to disinformation efforts switched over to “pushing disinformation about the coronavirus in English, Spanish, Italian, German and French online."
These “pro-Kremlin disinformation messages” aimed to “advance a narrative that coronavirus is a human creation weaponised by the West” and “advance apocalyptic stories, blame capitalists for trying to benefit from the virus, and emphasise how well Russia and Putin are dealing with the outbreak," the report said.
The leaked EEAS report echoes Senate testimony from the head of the State Department’s anti-disinformation efforts.
“We've seen adversaries take advantage of a health crisis where people are terrified worldwide to try to advance their priorities,” Lea Gabrielle, the director of the State Department’s Global Engagement Center, said. "So we’ve been watching the narratives that are being pushed out — false narratives — around coronavirus. Unfortunately, we have been able to assess that accounts tied to Russia — the entire ecosystem of Russian disinformation — has been engaged in the midst of this world health crisis."
Special counsel Robert Mueller’s two-year investigation concluded that “the Russian government interfered in the 2016 presidential election in sweeping and systematic fashion.”
Mueller's report, released last year, described how Russian military intelligence hacked the Democratic National Committee and provided thousands of stolen emails to WikiLeaks for dissemination, but did not establish a criminal conspiracy between the Trump campaign and the Russians.
The special counsel also described how Russian troll farms carried out disinformation campaigns on social media.

Attorney General William Barr vowed there would be “severe” consequences if a foreign country was behind the cyberattack against the Health and Human Services Department's website on Sunday or behind the false coronavirus rumors swirling in recent days.
The HHS website was hit by a denial-of-service cyberattack on Sunday night, apparently designed to disrupt efforts to combat the spread of the growing COVID-19 outbreak in the United States.
“When you’re dealing with something like a denial-of-service attack on HHS during a pandemic, that’s a very grave action for another country to take,” Barr told the Associated Press on Tuesday. “So, if it is another country doing this, I’m sure the ramifications will be severe.”
Barr, "Our primary role right now is to investigate” and that “the FBI is very active trying to determine who is responsible for these things.”
The attorney didn’t take a guess on which foreign nation might be responsible.
U.S. officials told the Associated Press the Trump administration alleges a foreign disinformation campaign aimed at spreading fear in the U.S. during the pandemic, but they did not name the foreign entity they believe to be responsible.
During a White House news conference on Monday, President Trump said, “It could be that you have some foreign groups that are playing games.”
HHS Secretary Alex Azar said, “Fortunately, we have extremely strong barriers.” He added: “We had no penetration into our networks. We had no degradation of the functioning of our networks. We had no limitation of our capacity for people to telework."
As of late Tuesday night, there were 197,126 confirmed coronavirus cases around the world and at least 7,905 deaths tied to the infection, according to Johns Hopkins University. There have been 81,061 confirmed cases in China and 3,230 confirmed deaths. In the U.S., there were 6,362 cases, which have resulted in 108 deaths.
Trump declared a national emergency last week, but the National Security Council sent out a tweet late Sunday denying rumors swirling on social media that the federal government was about to impose a nationwide quarantine during the COVID-19 outbreak. “Text message rumors of a national #quarantine are FAKE,” the NSC’s account said. “There is no national lockdown. The CDC has and will continue to post the latest guidance on #COVID19. #coronavirus.”
Barr said he wasn’t aware of any plans for a national quarantine.
The attorney general instructed every U.S. attorney nationwide on Monday “to prioritize the detection, investigation, and prosecution of all criminal conduct related to the current pandemic.” Barr pointed to individuals and businesses “selling fake cures for COVID-19 online and engaging in other forms of fraud” as well as phishing emails from fraudsters posing as the World Health Organization and the Centers for Disease Control and Prevention. He also warned about cybercriminals inserting malware onto mobile apps designed to track the spread of the virus.
National security adviser Robert O’Brien said on Monday, “We’re looking into that, the FBI is looking into it, the NSA and other agencies are taking a look at that, and we’re going to figure it out.”
“It was a serious attack, but, fortunately, the HHS website and HHS computer systems are running … and the attack was repelled,” O’Brien told Fox Business. “But it was a serious thing, and I want to make it clear to our adversaries and those who would do America harm: We’ll figure out who was behind it, and there will be appropriate consequences.”
Also on Monday, the State Department condemned China for blaming the U.S. for the coronavirus outbreak during a call between Secretary of State Mike Pompeo and the director of the Office of Foreign Affairs of the Chinese Communist Party, Yang Jiechi.
“The secretary stressed that this is not the time to spread disinformation and outlandish rumors but rather a time for all nations to come together to fight this common threat,” said State Department spokeswoman Morgan Ortagus.
“As a global crisis, COVID-19 should be an area of cooperation between nations,” Pentagon press secretary Alyssa Farah tweeted last week. “Instead, the Communist Party of China has chosen to promulgate false & absurd conspiracy theories about the origin of COVID-19 blaming U.S. service members. #ChinaPropaganda."
The intelligence community warned Congress last week during an election security briefing that foreign disinformation efforts are “not a Russia-only problem” while noting that “Beijing continues to promote policies that are in line with China’s interests.”

President Vladimir Putin said the spread of coronavirus in Russia is  'under control' today, after touring a new facility built to spot empty supermarket shelves and to track quarantined citizens. 
'We were able to contain mass penetration and spread' of the pandemic, the Russian president told a government meeting. 
'The situation is generally under control despite high risk level.'  
Putin's comments came after a tour of a new coronavirus information centre in Moscow that is pulling together IT resources including surveillance cameras and artificial intelligence.

Moscow Mayor Sergei Sobyanin, in charge of the state coronavirus response, said the centre has a database of contacts and places of work for 95 per cent of those under compulsory quarantine after returning from virus-stricken countries.
'We have identified where they are,' he said.
'When the person leaves the building we record it,' he said.

It’s Tuesday, and St. Patrick’s Day.
Weather: Showers in the morning, with a high in the mid-50s.

Yesterday brought dizzying changes to life in New York City, as the abrupt decision to close the city’s public schools began taking effect.
The restaurant and nightlife industries were also shut to customers last night. And with that, a city whose lifeblood was its thousands of bars and eateries — from steakhouses to neighborhood bars — was bereft of them.
Under Mayor de Blasio’s order, restaurants are allowed to serve only takeout meals or deliveries, and yesterday the city announced that bars could sell cocktails for delivery.
Storefronts were shuttered, businesses were left reeling and workers were furloughed. The sudden flood of laid-off workers seeking unemployment benefits swamped New York State’s Labor Department, trying to replace some of their lost income.
Within hours, frustrated applicants were complaining on social media about not being able to apply online. Some said the state’s system was crashing throughout the day.
It was all part of two days of a rapid-fire series of news and policy changes over the coronavirus:
  • Governor Cuomo announced that all schools in the state would close for at least two weeks.
  • Some of the city’s most famous landmarks, including the Statue of Liberty, Ellis Island and the Empire State Building, were shut.
  • A police chief tested positive for the virus, and an investigator for the city’s Department of Correction who had tested positive for the virus died.
  • The city jail system suspended visits starting tomorrow.
  • New York City was working to add 8,200 hospital beds.
  • The state court system postponed many criminal cases indefinitely. It announced that it would stop performing all but its most essential functions and that hearings would be delayed or conducted via video.
  • The governors of New York, New Jersey and Connecticut announced broad restrictions on public life, banning gatherings of more than 50 people across all three states. They ordered casinos, gyms and movie theaters closed at 8 p.m. yesterday.
  • Groceries, gas stations, pharmacies and some other businesses will stay open.
  • Officials said there were no plans to close the region’s public transit, which is crucial for health care workers to get to their jobs.
Yesterday afternoon, the mayor announced 463 coronavirus cases in the city, the largest concentration in New York State. The state reported 967 confirmed cases, up from 729 on Sunday, and 10 deaths. Seven of those were in the city.
With the troubling news yesterday, it became clearer that the virus’s threat to the city’s economy could be much worse than the Sept. 11, 2001, terrorist attacks or Hurricane Sandy.
Mr. Cuomo renewed his request for the Army Corps of Engineers to be deployed to help create more hospital beds, and he criticized the Trump administration’s response to the crisis, causing a sparring match on Twitter with President Trump.
The governor also said the state would mobilize the National Guard and work with construction unions and private developers to find locations for temporary health care facilities.
Mr. de Blasio promised financial relief for businesses and workers affected by the decision to close bars and restaurants, and he cited the need for a federal relief program.
Also yesterday, the mayor was widely criticized for taking his daily trip from Gracie Mansion in Manhattan to his gym in Brooklyn, after days of urging New Yorkers to limit public contact.

“We’d like to provide some grand opera solace to opera lovers in these extraordinarily difficult times,” said Peter Gelb, the Met’s general manager.
The New York Philharmonic and the Chamber Music Society of Lincoln Center are also streaming performances.
For museum-goers, the Metropolitan Museum of Art offers The Met 360, an immersive video series exploring the Met’s art and architecture. It offers virtual tours of the Great Hall, the Temple of Dendur and the Arms and Armor Galleries, as well as the Cloisters museum and the Met Breuer.

Metropolitan Diary: Marriage Bureau

The sun had come out after days of spring showers. We haggled for our wedding bands in Chinatown, bought flowers on the Lower East Side and took the J to the Marriage Bureau.
It was like a happy D.M.V.: Everyone was excited; no one was in a rush. We exchanged the rings in front of a cheerful bureaucrat and two of our closest friends.
From there, we floated over to a bar, and then to Russ & Daughters for herring and lox. Instead of cake, we had babka.
Everywhere we went, people smiled and congratulated us. I was too giddy to be shy about the attention my gown and bouquet were attracting to our little group.
The rain didn’t start again until later that night.

The 1918 Spanish Influenza pandemic is incomparable to all modern diseases. With the exception of the AIDS/HIV crisis in the 1980s, no virus in the 20th century ravaged the world with such a fervor as the “Spanish Lady.” Her reign of terror, while remarkably swift, was nonetheless equally terrifying to all walks of life. Some, like José Ameal, now at over 100 years of age, still can’t forget what he saw as a child. Or what he felt.
“So many dead,” he ​told​ the BBC in 2018. He recalled how his aunt and uncle would keep the drapes drawn while the town marched it’s dead down to a collective burial ground, a useless attempt at shielding the young boy from the realities that faced his little village of Luarca, Spain.
Despite its name, it is believed the pandemic did not actually originate in Spain. Most modern experts​ agree​ that American soldiers brought it with them to Europe during World War 1, where it then spread quickly across the globe. Its name derives from the historical significance the country played in the crisis, even though natives referred to it as the “French Flu,” because of the influx of workers from France who ​introduced​ the virus to the peninsula.
One of the first recorded cases was Albert Gitchell, a US Army cook in Kansas, who was hospitalized with a 104-degree fever. The virus spread quickly through his Army installation, home to 54,000 troops. By the end of the month, over 1,000 had been hospitalized.
“The rapid movement of soldiers around the globe was a major spreader of the disease,” James Harris, a historian at Ohio State University, told ​History.com in a recent interview. “The entire military industrial complex of moving lots of men and material in crowded conditions was certainly a huge contributing factor in the ways the pandemic spread.”
Over the course of the pandemic, it crippled Mr. Ameal’s country, infecting an ​estimated​ 8 million people in all walks of life. Even King Alfonso XIII couldn’t escape its grasp. In Barcelona, the mayor was forced to bring out the garrison to help dig mass graves for the growing number of victims. Church bells across the countryside were banned from ringing, for fear of alarming the locals to the increasing fatalities. In the end, the disease ​claimed​ nearly 300,000 Spaniards in the course of a single year.
But Spanish Influenza’s final lesson remains unlearned by many people. The pandemic had two phases, divided by a singular mutation that altered the course of history. In the first months of the outbreak, it’s caliber was largely the same as the common flu. In the summer of 1918, it infected​ nearly 50% of the British troops fighting in Europe, and almost 60% of their French comrades. But the symptoms were relatively mild, and the survival rate was extremely high. Its symptoms​ included chills, a slight fever and cough. Typically, recovery occurred within a few days.
It’s the second wave, that starting in the fall of 1918, is famous for killing between 20-50 million people. In the month of October alone, ​nearly​ 200,000 Americans died. The symptoms of the mutation were far crueler, as victims usually perished within a few days. Their skin would turn a dark blue, caused by slow and painful suffocation as the lungs would fill with liquid.
The disease itself didn’t reach terminal levels until the mutation, which occurred in the months following the first outbreak. Health officials on both sides of the Atlantic refused to take the necessary precautions needed in the first few months of the disease, which almost certainly allowed the second strain to evolve. And while the profound lack of medical science at the time did play a role, much of the ignorance was willful. British government leader Arthur Newsholme, like many of his colleagues, fully understood that quarantine was the most effective way of preventing an international crisis, but as he concluded in his own ​writings​, “the relentless needs of warfare justified incurring [the] risk of spreading infection,” going on to encourage Britons to simply “carry on” as normal.
It is true that governments did ​advise​ populations in urban areas to wear masks during the workday, but it’s undeniable that both the Allied powers and Germany turned a blind eye toward obvious health risks in order to continue the war. The results of such a collectively irresponsible decision was catastrophic.
Almost​ 3%​ of the world’s population died in 1918, with Influenza claiming more American servicemen’s lives than the fighting in Europe. It spread at an unbelievable rate, reaching as far north as remote Inuit ​communities​ in central Alaska. It’s ​believed​ that US President Woodrow Wilson even contracted it while negotiating at Versailles in 1919. The crisis didn’t subside to manageable levels until later that year, as by then it had either killed everyone it affected, or the survivors had developed immunity.
In late 2019, the world recoiled in fear as news broke that COVID-19, which had originated in Wuhan, China, was spreading throughout the globe. By January, the U.S. saw its first ​case​: a relatively healthy man in his 30s who had recently come home to Washington State after traveling in Asia. In the last few months, international travel has been brought to a ​standstill​, all of Italy is currently under a nation-wide ​quarantine​, and US President Donald Trump has declared a national emergency in response to the pandemic.
The response in America, as in much of the world, has been issuing government restrictions on large gatherings. States like New York have ​mandatory​ containment zones, like the community in New Rochelle.
While many view the swift actions taken by state and local governments as too extreme or perhaps unnecessary, it is important to remember that while the coronavirus may not be particularly threatening to all age-groups at this juncture, that can change quickly if it isn’t stamped out. Even now, steps taken across the world to get ahead of the disease are paying off.
In China, after extreme, if not legally questionable measures were taken to prevent further spread of the Covid-19 virus, death rates began dropping.  “Even the first and hardest-hit province, Hubei, saw its death rate tumble as public health measures were strengthened and clinicians got better at identifying and treating people with the disease,” ​Vox’s Julia Belluz​ wrote in a recent article on the subject.
The Spanish Influenza showed us the price of placing national interest, or personal preference, over health and safety. In the present crisis facing the international community, it is important that we do not make the same mistake. It is critical to follow guidelines set up by groups such as the World Health Organization, which include avoiding large crowds, staying home if you are sick, and washing your hands regularly.
All of us, both young and old, sick or healthy, share a responsibility to our society to do everything in our power to keep episodes like this at bay. And if history has taught us anything, it’s that neglecting our responsibility can lead to unimaginable carnage.

Justice Dept. Moves to Drop Charges Against Russian Firms Filed by Mueller

WASHINGTON — The Justice Department moved on Monday to drop charges against two Russian shell companies accused of financing schemes to interfere in the 2016 election, saying that they were exploiting the case to gain access to delicate information that Russia could weaponize.
The companies, Concord Management and Concord Consulting, were charged in 2018 in an indictment secured by the special counsel, Robert S. Mueller III, along with 13 Russians and another company, the Internet Research Agency. Prosecutors said they operated a sophisticated scheme to use social media to spread disinformation, exploit American social divisions and try to subvert the 2016 election.

Unlike the others under indictment, Concord fought the charges in court. But instead of trying to defend itself, Concord seized on the case to obtain confidential information from prosecutors, then mount a campaign of information warfare, a senior Justice Department official said.
At one point, prosecutors complained that a cache of documents that could potentially be shared with the defendants included details about the government’s sources and methods for investigation, among its most important secrets. Prosecutors feared Concord might publish them online.
With the case set to go to trial next month, prosecutors recommended that the Justice Department drop the charges to preserve national security interests and prevent Russia from weaponizing delicate American law enforcement information, according to the official. The prosecutors also weighed the benefits of securing a guilty verdict against the companies, which cannot be meaningfully punished in the United States, against the risk of exposing national security secrets in order to win in court.
“Concord has been eager and aggressive in using the judicial system to gather information about how the United States detects and prevents foreign election interference,” prosecutors said in a motion filed in court on Monday. At the same time, the firm has tried to stymie the judicial process, including by concealing facts and documents and submitting a false affidavit.
Department officials denied that the decision to drop the charges was intended to dismantle Mr. Mueller’s work, noting that prosecutors are still pursuing charges against the 13 Russians and the Internet Research Agency.
Federal prosecutors in Virginia are still pursuing a separate case against a Russian national, Elena Alekseevna Khusyaynova, who managed a multimillion-dollar budget for the troll farm efforts to sow division against Russian adversaries, including the United States. Ms. Khusyaynova, 44, worked for several entities owned by Yevgeny V. Prigozhin, a Russian oligarch sometimes known as “Putin’s chef.” Mr. Prigozhin, a part owner of the Concord companies, was among the Russians whom Mr. Mueller secured indictments against.
The charges against Concord were part of the special counsel’s first major look at Russia’s election interference campaign in 2016. The companies were established to finance a wide-ranging scheme to steal the identities of American citizens and pose as political activists to exacerbate the nation’s divisions over immigration, religion and race to manipulate voters and inflame tensions, prosecutors said.
Investigators for the special counsel’s office determined that the Internet Research Agency and Concord Management and Consulting were tools of the Russian state, acting at the direction of the Kremlin. Their internet trolls, centered in St. Petersburg, Russia, aimed to suppress Democratic turnout by targeting African-American voters and sought to provoke voters on the right.
In January 2019, the federal government accused Concord of violating a protective court order designed to safeguard information shared among lawyers on the case. Prosecutors said a trove of nonclassified information they had turned over to Concord’s defense team had turned up on a website the previous October.
A message on a newly created Twitter account read: “We’ve got access to the Special Counsel Mueller’s probe database as we hacked Russian server with info from the Russian troll case Concord LLC v. Mueller. You can view all the files Mueller had about the IRA and Russian collusion. Enjoy the reading!”
Mixed in with a hefty portion of irrelevant material, the prosecutors said, were more than a thousand files matching those the government had turned over to the defense team in an information-sharing process known as discovery. Government computers storing the files had not been hacked, prosecutors said, suggesting that the source of the information was the defendant.
The companies also failed to produce documents subpoenaed by prosecutors and ignored orders to send a representative to court to answer questions.
The court record in the case shows a constant stream of pleadings by both sides, with nearly 400 docket entries since Concord was indicted. At least some of the back and forth has taken place out of public view because of classified filings or requests for protective orders filed by the government.
The trial team included Adam C. Jed, who had worked on Mr. Mueller’s team, and Heather Alpino, a Justice Department National Security Division lawyer who worked closely with the special counsel’s office. Both signed the brief filed on Monday. Last month, Mr. Jed withdrew from the Stone case after Mr. Barr intervened over prosecutors’ sentencing recommendation.
Officials in the National Security Division and the U.S. attorney’s office in Washington reviewed the recommendation and approved it before it was filed.
Testifying before Congress last summer, Mr. Mueller warned that the Russian effort to interfere with American presidential politics was still underway. “They’re doing it as we sit here,” he told the House Intelligence Committee. “And they expect to do it in the next campaign.”
As the 2020 campaign ramps up, American officials have said that Russia is again working to inflame racial tensions, including by inciting violence by white supremacist groups.

As the new coronavirus that has killed more than 6,500 people continues to spread around the world, Russia has stepped up its measures to tackle the pandemic and prevent its spread within the country.
There have been 93 cases of coronavirus infections reported in Russia so far.

Below are the latest updates on Russia’s response to the coronavirus:

March 16
— Russia will ban the entry of foreign nationals and stateless people from March 18 to May 1 in response to the coronavirus outbreak, the government said. The ban will not apply to diplomatic representatives, airplane crew members and some other categories of people.
— The number of coronavirus infections in Russia has risen to 93, a 47% increase from the previous day, the state-run TASS news agency reported, citing Deputy Prime Minister Tatiana Golikova.
— European Union leaders are considering temporarily banning all non-essential travel into the Schengen borderless travel zone by non-EU citizens, the BBC reported, citing a diplomatic note it obtained.
— Moscow has banned all public events larger than 50 people from now until April 10, Mayor Sergei Sobyanin said in a new decree. Older citizens are also advised to stay at home.
— From March 21 to April 12, all schools and universities will be closed, Sobyanin said. 
— An Irish citizen has been hospitalized with suspected coronavirus infection in the city of Murmansk in Russia’s Arctic after participating in a chess tournament.
— People entering Russia from the United States, Britain, the European Union, Ukraine, Belarus and all other non-EU countries in Europe — as well as those who live with them — will now be required to self-isolate for 14 days upon arrival.
— Starting today, coronavirus tests will be available for free in St. Petersburg, city health officials said.
— President Vladimir Putin has ordered the creation of a special working group within the State Council to fight the spread of the coronavirus. Putin put Sobyanin in charge of the new group, which will also include government officials.
— Russia's Science and Higher Education Ministry recommended that higher educational institutions switch to distance learning from Monday.
— Russia has closed its border with neighboring Belarus as a "proactive step" to halt the coronavirus' spread, the state-run TASS news agency quoted Prime Minister Mikhail Mishustin as saying.
— A Russian patient has escaped from coronavirus quarantine near Moscow, the hospital’s head physician said Monday. The woman has been detained and returned to the hospital after police found her at her home.
March 15
— Russia registered four more cases of coronavirus, Interfax reported, bringing the total number of infections to 63.
— Moscow Mayor Sergei Sobyanin denied that the authorities are downplaying the numbers of coronavirus patients in the capital.
— The Russian protection watchdog Rospotrebnadzor confirmed the first community transmission of the coronavirus in Russia, RBC reported on Sunday, but this information was later removed from Rospotrebnadzor's statement.
— Rospotrebnadzor also said it ran just over 104,000 coronavirus tests since the start of the outbreak while 14,742 people are currently being monitored for coronavirus.

— Russia has confirmed 14 new cases of coronavirus, bringing the total to 59, the state-run RIA news agency reported. Nine of the new cases are in Moscow, one in the Moscow region, one in St. Petersburg, two in Kemerovo and one in Kaliningrad.
— Moscow's chief sanitary doctor Elena Andreeva signed a decree on new measures to combat coronavirus, including compulsory hospitalization of patients with atypical course of flu and banning visitors in hospitals, orphanages and boarding schools.
— Russia will close its land borders with Poland and Norway to foreigners in a bid to limit the spread of the new coronavirus, Prime Minister Mikhail Mishustin said in a statement.

— The World Health Organization declared that the coronavirus is a pandemic as the number of cases worldwide surpassed 112,000 in 114 different countries.
— Russia will suspend most flights to and from Italy, Germany, France and Spain over the coronavirus outbreak, starting from Friday, Russia's coronavirus crisis center said in a statement. Russia will also stop issuing tourist visas to Italian citizens to prevent a spread of the virus, the center said.

— Thailand has suspended visas on arrival for citizens of 18 countries including Russia in an effort to prevent the spread of coronavirus.
— State Duma Deputy Speaker Pyotr Tolstoy is isolating himself in self-quarantine after returning to Moscow from Paris, he wrote on Facebook, adding that he is "completely healthy" and will work from home.
— Russia's Defense Ministry has canceled the Moscow International Security Conference due to the threat of coronavirus. The defense and international affairs conference, which would have been attended by more than 1,000 delegates from 115 countries, had been scheduled for April 22-23.
March 10
— Russia's consumer safety watchdog recommended that people avoid public transport, shopping malls and other public places at rush hour as a precaution against the coronavirus, the state-run RIA news agency reported. "Refrain from visiting public places: shopping centers, sports and entertainment events and transport during rush hour," the Rospotrebnadzor watchdog was quoted as saying. 
March 9
— Another three people in Moscow have been diagnosed with coronavirus overnight, the RBC news website reported, citing a report from city officials it obtained. The three individuals had recently visited Italy. 
March 8
—Moscow city authorities threatened prison terms of up to five years for people failing to self-isolate in their homes for two weeks after visiting countries hit hard by the coronavirus outbreak.

— Russia confirmed four new cases of coronavirus, taking the total number to 17 — three of whom have since recovered. 
March 6
— Russia has reported six new cases of coronavirus in the past 24 hours, including five in Moscow and one in Nizhny Novgorod 400 kilometers east of the capital. All six cases were contracted in Italy, one of several virus hubs outside China, the authorities said.

March 5

Russia's state carrier Aeroflot said it would suspend its flights to and from Hong Kong amid fears over coronavirus. The airline will continue flying from Moscow to Hong Kong until March 7 and from Hong Kong to Moscow until March 8, after which those services will be suspended. 
— Moscow authorities have drafted an emergency plan that envisions a near shutdown of the Russian capital in case of a coronavirus outbreak.
— Officials confirmed a seventh coronavirus infection in the country. The patient is an Italian citizen who had arrived to Russia on Feb. 29, asked for medical help on March 2 and tested positive for the virus. He is being treated at an undisclosed hospital.
— Russian businesses have started to cancel foreign business trips and participation in international conferences after a recommendation from the Health Ministry to restrict foreign travel.
— Students at a university dormitory in St. Petersburg have been placed under quarantine and prohibited from leaving the building after the hospitalization of an Italian exchange student who had been living there. The number of patients in the city that are being monitored for coronavirus symptoms has nearly doubled to 44 people.
March 4
— Two Russian citizens have been diagnosed with the coronavirus in the United Arab Emirates, the country's health ministry said
— Russia has temporarily banned the export of medical masks, gloves, bandages and protective suits.
— President Vladimir Putin said that fake news reports about coronavirus were being sent to Russia from abroad to spread panic. He urged the government to ensure that citizens were correctly informed about the situation in Russia.
— Russian gas giant Gazprom has suspended foreign trips for its staff due to the coronavirus outbreak, a company spokesman said.

— A Russian national who was quarantined in a Moscow hospital after recently returning from northern Italy, a hub for the coronavirus outbreak, has the coronavirus. The man, 29-year-old Moscow resident David Berov, is the first known Russian national to test positive for coronavirus while in the country.
— The impact of coronavirus on the Russian economy will be deeper than originally expected, Economic Development Minister Maxim Reshetnikov said. The ruble's depreciation and stock market decline have gained momentum since mid-February due to the fast-spreading coronavirus and concerns about its economic impact, which sent oil prices crashing.
— Schools across Moscow have canceled swimming classes and large-scale events to prevent the spread of the flu and respiratory infections, the city’s education officials said in a Feb. 28 letter cited by Interfax.
Feb. 28
— Moscow authorities are deporting 88 foreign nationals who violated quarantine measures imposed on them as a precaution against coronavirus, the state-run RIA news agency cited Moscow's deputy mayor as saying.
— A Russian citizen has tested positive with coronavirus in Azerbaijan after arriving there from Iran, Interfax reported. It marks the fourth case of coronavirus among Russian citizens and the first infection in Azerbaijan.
— The Russian government temporarily barred Iranian citizens from entering Russia and said it would also restrict the entry of South Korean citizens from March 1 as a precaution against the spread of coronavirus, decrees published online showed.

Feb. 27
— Russia will suspend its train service from Moscow to the southern French city of Nice starting March 4, the state-run TASS news agency reported, citing the Transport Ministry. The ministry said the train link would be suspended until further notice as part of wider measures aimed at preventing the spread of the coronavirus in Russia.
— Moscow authorities have identified 88 people who violated the city's self-isolation orders after returning from China, Mayor Sergei Sobyanin said. The Russian capital deployed its facial recognition network to enforce the quarantine.

The 120 members of the 23rd Knesset are currently being sworn in to the Knesset in groups of three in order to adhere to the new Health Ministry recommendation that people gather in groups of 10 or less to help stop the spread of the 
coronavirus
.
The first three MKs sworn in were Knesset Speaker Yuli Edelstein, Prime Minister Benjamin Netanyahu and Blue and White leader Benny Gantz.
In his address in which Netanyahu and Gantz were the only MKs sitting below him, President Reuven Rivlin urged them to continue the coaliiton talks that began on Sunday night at the President's Residence 
"The political crisis is very deep and divides us in half, but we have no other state and no other nation," Rivlin said. "Give this people a government."
In his speech, Edelstein offered to help mediate a unity government. He made no reference to Blue and White's efforts to unseat him.  
Meretz leader Nitzan Horowitz said he thought the Knesset not convening had nothing to do with the virus and was instead a trick by Edelstein to prevent a vote on removing him as Knesset speaker.
Invitations to the MKs' families were canceled, except for the three new Knesset members, who were also told to discourage their family members from attending. The three new MKs are Andrey Kozinov (Blue and White), and Joint MKs Sondos Saleh and Iman Yassin Khatib, who is the first MK who wears a hijab.
Diplomats and the press were also disinvited from the Knesset plenum.

Владимир Путин готовится переизбираться на пятый срок в качестве президента России. «Зачем крутить и мудрить?— спросила союзница Путина, депутат Государственной Думы и первая женщина, полетевшая в космос, Валентина Терешкова, которая предложила снять ограничения на количество президентских сроков Путина. — Вопрос стоит о нас, гражданах России, и о ее будущем».
Между тем Путин практически не оставил себе иного выбора. Если он хочет защитить своих приближенных и избежать беспощадной переоценки его наследия, он попросту не может выпустить власть из свои рук.
По словам Карен Давиша (Karen Dawisha), автора книги «Клептократия Путина» (Putin's Kleptocracy), всего 110 человек контролируют 35% российских активов — это один из самых высоких уровней имущественного неравенства в мире. Многие из российских миллиардеров когда-то работали вместе с Путиным в администрации Санкт-Петербурга, занимались вместе с ним дзюдо, были членами дачного кооператива «Озеро» или служили с ним в КГБ. Не имея никакого существенного опыта, они внезапно начали накапливать огромные состояния после того, как в 2000 году Путин пришел к власти и пообещал поддержку тем, кто соблюдает «государственные интересы».
Что это значило, быстро стало ясно. Российская газовая монополия «Газпром» была передана под контроль Дмитрию Медведеву и Алексею Миллеру, бывшим коллегам Путина в Санкт-Петербурге. Под их руководством незаконное присвоение прибыли инсайдерами компании обошлось «Газпрому» как минимум в 60 миллиардов долларов, о чем говорилось в докладе Бориса Немцова, бывшего вице-премьера, которого убили в феврале 2015 года, и Владимира Милова, бывшего заместителя министра энергетики России. В юности братья Борис и Аркадий Ротенберги были партнерами Путина по дзюдо. Они получили контракты на сумму около 7 миллиардов долларов на строительство инфраструктуры для проведения Зимних Олимпийских игр в Сочи 2014 года.
Между тем Путин последовательно разорял частный сектор экономики. В первом раунде приватизации, который проводился при Борисе Ельцине в 1990-х годах, победу одержали управленцы советской эпохи, преступники и бывшие партийные чиновники. В ходе второго раунда начались поиски ошибок, допущенных в первом раунде, чтобы то или иное предприятие можно было вернуть государству, а затем вновь провести его приватизацию. Когда Михаил Ходорковский, бывший глава компании ЮКОС, продемонстрировал политическую независимость, его сразу же обвинили в мошенничестве и уклонении от уплаты налогов и приговорили к длительному тюремному сроку. Компанию ЮКОС разделили на части и дешево продали приближенным Путина.
В рамках третьего раунда местные чиновники, вдохновленные тем, что случилось с Ходорковским, начали захватывать собственность по всей стране. Чаще всего какого-нибудь бизнесмена обвиняли в совершении преступления с подачи его конкурентов, которые использовали деньги и связи, чтобы подкупить правоохранительные органы. Затем этого бизнесмена отправляли в следственный изолятор, и он оставался там до тех пор, пока не соглашался продать свой бизнес гораздо дешевле его рыночной цены.
Право собственности стало чрезвычайно монополизированным, конкуренция подавлялась, а на высокие доходы могли рассчитывать только те, у кого были связи. Второе дело касалось использования средств города для строительства частных резиденций в Испании. В августе 2000 года, спустя четыре месяца после избрания Путина президентом, оба дела были без лишнего шума закрыты.
Между тем существует масса данных о том, что сам Путин извлек немалую выгоду благодаря коррупции. В 2007 году российский политический аналитик Станислав Белковский сказал в интервью немецкой газете Die Welt, что секретные активы Путина оцениваются в 40 миллиардов долларов и что президент фактически был конечным владельцем 75% акций международной энергетической группы Gunvor, отвечающей за значительную долю экспорта российской нефти. Спустя три месяца Путин и представители Gunvor отвергли это обвинение. Однако выводы Белковского во многом перекликались с оценками западной разведки.
Помимо того, что Путина могут привлечь к ответственности за экономические преступления, существует вероятность, что, если он покинет пост президента, ему может угрожать ответственность за совершение политических преступлений, в том числе за убийства и организацию терактов. За время правления Путина было совершено немало подобных преступлений, включая взрыв в жилом доме в 1999 году, благодаря которому он и стал президентом, убийство Александра Литвиненко в Лондоне в 2006 году, убийство Немцова, а также крушение пассажирского самолета Малазийских авиалиний, который был сбит российской ракетой над востоком Украины в 2014 году. 
В каждом из этих случаев есть доказательства того, что Путин лично приказал совершить эти преступления, однако во всех этих случаях режим организовал масштабные кампании по распространению дезинформации, чтобы запутать мировую общественность и запугать тех, кто пытался докопаться до истины.
Однако в случае с Литвиненко независимое расследование британских служб, проведенное с привлечением западных следственных ресурсов, позволило прийти к выводу, что Литвиненко убили по приказу Федеральной службы безопасности и что, «вероятно», Путин лично одобрил этот шаг. В понедельник, 9 марта, в Гааге начался суд над четырьмя подозреваемыми по делу о крушении самолета MH-17 Малазийских авиалиний. Во вторник, 10 марта, суд выслушал показания свидетелей, которые утверждают, что экипаж зенитного ракетного комплекса «Бук», из которого был сбит пассажирский самолет, был российским и что эта операция была проведена в присутствии сотрудников ФСБ.
Если Путин передаст власть, новое руководство страны может обнародовать огромное количество информации о преступлениях, совершенных за последние два десятилетия, что обернется губительными последствиями для него самого и всех тех, кто его поддерживал.
Терешкова заявила, что, если разрешить Путину снова участвовать в президентских выборах, это окажет стабилизирующий эффект на российское общество. Она права в одном. Это, несомненно, продлит текущую стагнацию. Вопрос только в том, на какой срок.

Saudi Arabia kicked off an oil price war with Russia at a time when the world is dealing with the coronavirus outbreak decimating supply chains, inducing panic buying and grounding flights.
Saudi Arabia and Russia have been working together to prop up oil prices for the past three years but the two had a falling out over Riyadh’s insistence that they agree to cut oil supplies by 1.5 million barrels a day.
The reason was simple. China, the biggest importer of oil, was turning back tankers as the coronavirus outbreak forced the economy to a standstill.
Oil prices had their biggest one-day crash since the 1991 Gulf War and there is more pain to come as Saudi Arabia and Russia flood the market with more oil. Goldman Sachs predicts oil prices could hit $20 a barrel.
Both nations should be able to stomach a protracted economic war, as Saudi Arabia has foreign exchange reserves of $490bn and Russia has reserves of $440bn.
Foreign reserves are important - without them an economy can grind to a halt, unable to pay for its imports and debts. This is where the situation becomes trickier.
Saudi Arabia may need to borrow money to fill the gap between what it spends and the revenue it receives. It needs oil prices of around $82 a barrel to balance its budget.
And Russia, according to the International Monetary Fund, needs oil at $42 a barrel.
But for economies weaning themselves off oil dependence, it means they have less money to spend in those areas.
What is at the heart of the fallout? Russia's anger over sanctions targeted at its oil giant, Rosneft Trading. Washington imposed the sanctions last month over its continued support in selling Venezuela’s oil.
Moscow was hoping to get Riyadh on its side to inflict economic pain on US shale producers, who Moscow feels have been getting a free ride on the back of OPEC+ production cuts.
“They can’t keep up this fight for long,” Naeem Aslam, chief market analyst at AvaTrade, tells Al Jazeera, about the oil price war between Saudi Arabia and Russia.
He adds: “Why? Because it is killing the economies of both countries.”
Shale production has pushed the United States into the number one spot as the world’s biggest producer of oil. Moscow hopes it could lead to the collapse of some of those businesses, if oil prices remain below $40 a barrel.

EU report says Russian disinformation efforts aim to exacerbate Europe’s coronavirus crisis

Kremlin-linked media are conducting a widespread disinformation campaign in Europe to worsen the COVID-19 pandemic by sowing fear, creating panic, and generating mistrust about the response to the crisis, according to an internal report by the European Union’s diplomatic service.
“The overarching aim of Kremlin disinformation is to aggravate the public health crisis in western countries, specifically by undermining public trust in national healthcare systems — thus preventing an effective response to the outbreak,” said the nine-page report by the European External Action Service, the EU’s combined foreign and defense ministry, dated Monday and seen and quoted extensively by Reuters and the Financial Times.
The report states that “a significant disinformation campaign by Russian state media and pro-Kremlin outlets regarding COVID-19 is ongoing,” which “is designed to exacerbate confusion, panic, and fear, and to prevent people from accessing reliable information about the virus and public safety provisions.” The diplomatic service concluded that “these efforts are in line with the Kremlin’s broader strategy of attempting to subvert European societies from within by exploiting their vulnerabilities and divisions.”
The Kremlin denied the allegations on Wednesday, pointing to a lack of specificity in the EU report.
“We’re talking again about some unfounded allegations which, in the current situation, are probably the result of an anti-Russian obsession,” said Kremlin spokesman Dmitry Peskov.
Peter Stano, the European Commission’s lead spokesman for foreign affairs and security policy, told the Washington Examiner the report was “an internal working document that was not intended for publication,” so he could not comment on it directly. But he did confirm that “with the spread of COVID-19, we have seen flurry of info, myths, and disinformation about it — they are coming from various sources, not only from one, although disinformation efforts coming from Russia, linked to Russia, or to clearly pro-Kremlin outlets have noticeably picked up.”
The EU foreign affairs spokesman said “since the outbreak of the coronavirus and flurry of information and disinformation about it,” the EEAS ”has intensified the monitoring and analysis of information flows and their sources” and “publicly identifies, exposes, and raises awareness about coronavirus-related disinformation spread by Russian sources.” Stano said the EEAS works on this closely with the European Commission and EU countries and cooperates with international partners such as the Group of Seven countries, NATO, and Canada “to avoid that the situation is misused by others.”
There were 205,452 confirmed coronavirus cases around the world and at least 8,248 deaths tied to the infection as of late Wednesday morning, according to the Johns Hopkins University tracker. There have been 81,102 confirmed cases in China, where the World Health Organization believes the virus originated, and 3,230 confirmed deaths there. The Chinese Communist Party has also been spreading what the United States has stressed is disinformation about the coronavirus, including claims that it originated with the U.S. military.
The WHO said last week that Europe had become the new “epicenter” of the outbreak, and the U.S. surgeon general and the head of the Centers for Disease Control and Prevention both said, “Europe is the new China.” There were 31,506 cases and 2,503 deaths in Italy, at least 13,910 cases and 623 deaths in Spain, an estimated 10,082 cases and 27 deaths in Germany, and 7,661 cases with 148 deaths in France, as of late Wednesday morning.
In the U.S., there were at least 6,519 cases, which resulted in 115 deaths.
EU digital economy spokesman Johannes Bahrke said Wednesday that high-ranking EU officials “met representatives of online platforms, including Google, Facebook, Twitter, and Microsoft” earlier this month “to discuss the spread of disinformation around the outbreak of COVID-19 virus.”
The European Commission said that “in the wake of growing disinformation against EU values in recent years, the EU has worked to put in place a stronger and more strategic approach to communication.”
The EEAS report said the Russian strategy was to “deploy dozens of different and often contradictory narratives that are disseminated through official channels, as well as online and through social media.” The document said that “Russian state-linked false personas and accounts” already linked to disinformation efforts switched over to “pushing disinformation about the coronavirus in English, Spanish, Italian, German and French online."
These “pro-Kremlin disinformation messages” aimed to “advance a narrative that coronavirus is a human creation weaponised by the West” and “advance apocalyptic stories, blame capitalists for trying to benefit from the virus, and emphasise how well Russia and Putin are dealing with the outbreak," the report said.
The leaked EEAS report echoes Senate testimony from the head of the State Department’s anti-disinformation efforts.
“We've seen adversaries take advantage of a health crisis where people are terrified worldwide to try to advance their priorities,” Lea Gabrielle, the director of the State Department’s Global Engagement Center, said. "So we’ve been watching the narratives that are being pushed out — false narratives — around coronavirus. Unfortunately, we have been able to assess that accounts tied to Russia — the entire ecosystem of Russian disinformation — has been engaged in the midst of this world health crisis."
Special counsel Robert Mueller’s two-year investigation concluded that “the Russian government interfered in the 2016 presidential election in sweeping and systematic fashion.”
Mueller's report, released last year, described how Russian military intelligence hacked the Democratic National Committee and provided thousands of stolen emails to WikiLeaks for dissemination, but did not establish a criminal conspiracy between the Trump campaign and the Russians.
The special counsel also described how Russian troll farms carried out disinformation campaigns on social media.

Investigate the “STORMTROOPERS” – the alleged “pro-Trumpists” within the NY branch of the FBI, and look into the general health of the whole branch. 

Investigate James Kallstrom and others! 

Investigate the Abwehr – Roy Cohn Law School and all its “graduates”. 

Investigate the political corruption in both parties. Investigate the corruption and failures within the FBI, and their root causes. The proof is in the pudding, sadly but undeniably.
